Cua Lo Town: Nearly 2/3 of the backlog of files in granting land use right certificates is due to people's mistakes

According to the People's Committee of Cua Lo town, the progress and rate of granting first-time land use right certificates in the area are quite high, accounting for 94.58%, equivalent to 10,338/10,647 granted records.

To achieve this result, according to Vice Chairman of the Town People's Committee Vo Van Hung, on the basis of reviewing the backlog of more than 1,000 files, the town has classified and sent officers and specialists from the Department of Natural Resources and Environment and the Land Use Rights Registration Office to each facility, clarifying the reasons for the problems of each file of each specific case and widely publicizing it to the people. The next step is to organize dialogues and clearly analyze for the people their responsibilities.

By doing so, from more than 1,000 pending files, the town has classified and processed the issuance of land use right certificates for qualified files, leaving only 577 pending files.

However, according to Vice Chairman of the Town People's Committee Vo Van Hung, out of the total 577 backlogged files, nearly 2/3 of them are due to errors from the people; specifically, 249 files are due to people not having completed all the documents and 123 files are due to disputes or people not using them continuously. The remaining 150 files are stuck due to wrong authority and 55 files are due to other reasons.

And also according to Mr. Vo Van Hung, to resolve the problems, in addition to the responsibility of the people to supplement the necessary procedural documents, it is recommended that the Provincial People's Committee and the Department of Natural Resources and Environment support the town in resolving cases of land allocation without authority and a case where the government collected land use rights fees from the people but did not pay them into the State budget and did not put them into the "pocket" of the individual but spent them on investing in medical facilities, schools, etc.

Also at the meeting, Secretary of Cua Lo Town Party Committee Nguyen Nam Dinh also raised some difficulties in granting land use right certificates to organizations. Currently, there are 20 "suspended" projects in the town, of which 4 projects have been revoked, but in these 4 projects, the investors have actively returned the land, and there have been no measures to revoke it, although among the delayed projects, there are projects that have been extended dozens of times.

Another problem is that in Cua Lo town, there is a regulation that requires a minimum area of ​​80 square meters to be granted a land use right certificate to limit fragmentation. However, in reality, there are still smaller areas and it is necessary to recalculate to ensure the rights of land users.

Appreciating the leadership and direction of the Party Committee and the town's government in the work of granting land use rights certificates to organizations and individuals in the area, Vice Chairman of the Provincial People's Council Hoang Viet Duong also noted that the locality, in addition to strengthening coordination with all levels and sectors to remove existing problems, also needs to pay attention to directing the review and update of land data, especially the situation of fluctuations in agricultural land between records and reality to adjust and manage more closely.
