Hoang Mai Town: More than 53% of workers going abroad have not received training.

(Baonghean.vn) - There is a situation where businesses sending workers to work abroad do not fully respect the rights of workers; workers do not do the right work and receive the salary as promised.

That is the information given by the representative of the People's Committee of Hoang Mai town at the meeting between the Cultural - Social Committee of the Provincial People's Council and the People's Committee of Hoang Mai town according to the program of monitoring the implementation of labor export policies on the afternoon of September 7.

According to the report of the People's Committee of Hoang Mai town, from 2015 to now, the whole town has 567 workers working under contracts abroad; concentrated in some communes and wards: Quynh Lap, Quynh Lien, Quynh Xuan. Compared to the total number of people of working age in the whole town, the rate of labor export is still too small.

In reality, the demand for labor export of the town's residents is not large, because currently there are more than 400 businesses in the area and many businesses owned by the town's children in other provinces also attract a labor force to work, with a fairly stable income.

Also through the meeting, a series of shortcomings and limitations in labor export work in Hoang Mai were pointed out, such as the high rate of unskilled labor at more than 53%.

Contract violations, absconding, and illegal residence abroad still occur, and there are even violations of local laws.

The situation of workers voluntarily or through brokers by traveling, visiting relatives, getting into fake marriages... to go to some countries such as Japan, Korea, Eastern European countries to work without a labor contract and residing illegally still occurs in many places.

At the meeting, representatives of the Town People's Committee and the Social Policy Bank, Hoang Mai Town branch, explained and clarified a number of concerns raised by members of the Provincial People's Council's Culture and Social Affairs Committee regarding difficulties, obstacles, and limitations related to cumbersome legal procedures; some shortcomings in some regulations and policies leading to workers having to pay large expenses when exporting labor; the number of workers enjoying labor export support policies is too small, the whole town has only 9 people who have been able to apply for loan policies; the reason 16 workers returned home before the deadline...

Representative of the Town People's Committee, Mr. Nguyen Van Bac - Head of the Town's Department of Labor, Invalids and Social Affairs, admitted that many policies to support labor export for poor and near-poor households, policy families, and households with land recovery have not been fully accessed and implemented by the locality.

On the basis of recognizing the attention and direction of the leadership, and at the same time pointing out some limitations and weaknesses in the State management of labor export activities, Ms. Nguyen Thi Lan - Deputy Head of the Culture - Social Committee of the Provincial People's Council proposed that the town continue to strengthen the State management of labor export.

Ms. Lan also suggested that the town focus on reviewing and fully implementing the Central and Provincial labor export support policies to beneficiaries. Strengthen propaganda and mobilize families with relatives who work freelance or whose work permit has expired but have not returned home to limit damage to workers if unfortunate risks occur./.
