Announcement of the 13th Conference of the 11th Party Central Committee

On the afternoon of December 21, the 13th Conference of the 11th Central Executive Committee completed all the contents of the proposed program after 8 days of urgent, serious and highly responsible work. The Central Executive Committee issued a Conference Notice, the full text of which is as follows:

Implementing the entire working program, from December 14 to 21, 2015, the 11th Party Central Committee held its 13th Conference to discuss: Receiving comments from Party congresses at all levels, from National Assembly deputies, the Fatherland Front, people's organizations, cadres, party members and people on the draft documents to be submitted to the 12th National Party Congress; Report summarizing the implementation of Resolution 4 of the 11th Central Committee "Some urgent issues on Party building at present"; Report reviewing the leadership of the 11th Party Central Committee; on the personnel work of the 12th Party Central Committee, Politburo, Secretariat and personnel of the 12th Central Inspection Commission; on the Draft Working Regulations of the 12th National Party Congress, the Draft Election Regulations at the 12th National Party Congress to be submitted to the 12th Party Congress and a number of other important issues.

General Secretary Nguyen Phu Trong chaired and delivered important speeches at the opening and closing sessions of the Conference.

1- The Party Central Committee discussed, approved and highly agreed with the Politburo's Report on absorbing comments from Party congresses at all levels, National Assembly deputies, the Fatherland Front, mass organizations, cadres, Party members and people on the draft documents submitted to the 12th National Congress of the Party.

The Party Central Committee approved the draft documents to be submitted to the 12th National Congress of the Party; assigned the Politburo, based on the discussion opinions of the Party Central Committee, the Politburo's acceptance and explanation report and direct comments on the documents of the Party Central Committee members, to finalize the documents to be submitted to the 12th National Congress of the Party, including:

- Political report of the 11th Party Central Committee with the title: "Strengthening the building of a clean and strong Party; promoting the strength of the entire nation and socialist democracy; comprehensively and synchronously promoting the innovation process; firmly protecting the Fatherland, maintaining a peaceful and stable environment; striving to soon turn our country into a basically modern industrialized country".

- Report of the 11th Party Central Committee assessing the results of implementing the socio-economic development tasks for the 5 years 2011 - 2015 and the directions and tasks of socio-economic development for the 5 years 2016 - 2020.

The Party Central Committee respectfully and sincerely thanks the enthusiastic and intellectual contributions, with a constructive spirit and high sense of responsibility, of the National Assembly deputies, the Fatherland Front, people's organizations, organizations, veteran revolutionaries, retired cadres, intellectuals, religious dignitaries and a large number of cadres, party members, people and our compatriots abroad; maximally absorbs reasonable and accurate opinions at the level of documents of the National Congress of the Party to complete the Draft Political Report; records opinions on specific issues so that the Party Central Committee, the Politburo and the Secretariat of the 12th tenure will study and use them to direct practical activities.

2- The Central Executive Committee of the Party discussed and approved:

- Report reviewing the leadership and direction of the 11th Party Central Committee.

- Report summarizing the implementation of Resolution of the 11th Central Committee, Session 4 "Some urgent issues on Party building at present".

3- The Party Central Committee discussed and approved the draft Working Regulations of the 12th National Congress of Delegates and the draft Election Regulations at the 12th National Congress of Delegates; assigned the Politburo, based on the comments of the Party Central Committee, to complete the drafts of the above Regulations to submit to the 12th National Congress of Delegates of the Party.

4- The Party Central Committee discussed and approved: The proposed content and working program of the 12th National Congress of the Party to be submitted to the Congress for consideration and decision. The Party Central Committee decided to convene the 12th National Congress of the Party from January 20, 2016 to January 28, 2016 in Hanoi, in which the preparatory session was held on January 20, 2016, and the official opening was on January 21, 2016.

5- Carrying out the responsibilities of the Party Central Committee according to the tradition of many Congresses of our Party, the Party Central Committee has democratically discussed, carefully considered, and approved the list of comrades unanimously recommended by the 11th Party Central Committee to be candidates for official members of the Party Central Committee and alternate members of the 12th Party Central Committee to be submitted to the 12th National Congress of the Party for consideration and decision.

The Party Central Committee also democratically discussed, carefully considered, and approved a list of qualified comrades within the age range that the 11th Party Central Committee unanimously recommended as candidates for the 12th Politburo, Secretariat, and Central Inspection Commission; at the same time, assigned the Politburo to continue preparing personnel in special cases of Politburo and Secretariat members of the 11th Party Central Committee who are over the age for re-election, to assume key leadership positions of the Party and State, and submit them to the 14th Central Conference for consideration and decision.

6- The Party Central Committee reviewed and gave opinions on: Report summarizing the implementation of the Working Regulations of the Party Central Committee, the Politburo and the Secretariat of the 11th tenure; Report summarizing the work of inspection, supervision and party discipline enforcement during the 11th Congress term; Report summarizing the implementation of the Working Regulations of the Central Inspection Commission of the 11th tenure.

The Party Central Committee assigned the Politburo and the Central Inspection Commission to study and absorb the opinions of the Party Central Committee, complete these Reports and transfer them to the 12th Party Central Committee for consideration and decision when amending and supplementing the Working Regulations of the Party Central Committee and the Working Regulations of the 12th Party Central Inspection Commission.

7- The Party Central Committee assigned the Politburo to direct the Sub-committees: Documents, Socio-Economics, Personnel, Organization to serve the 12th Congress and the relevant agencies to continue completing the remaining tasks to ensure the success of the 12th National Congress of the Party.

The Party Central Committee calls on the entire Party, people and army to promote the great and historic achievements of 30 years of renovation and the important achievements of the past 5 years, actively strive and compete to achieve many outstanding results in welcoming the 12th National Congress of the Party./.
