Nghe An's budget revenue meets term target
(Baonghean) - Nghe An Newspaper interviewed comrade Nguyen Dinh Hoa, Director of Nghe An Tax Department, about the budget collection results in 2015 and the 2010-2015 term and the budget collection implementation plan for 2016.

- Reporter: It is known that the 2015 budget revenue was quite high and the whole term achieved the set target. Could you please tell us more specifically about this?
-Mr. Nguyen Dinh Hoa:In 2015, the world and domestic economy continued to recover, but more slowly than forecast. Weather and epidemics were complicated, especially prolonged heat caused widespread drought; business activities, jobs, income and life of a segment of the population still faced many difficulties... However, under the leadership of the Ministry of Finance, the Provincial Party Committee, the Provincial People's Committee, the drastic participation of the tax sector and good coordination between sectors and localities, the budget collection results reached the planned target.
The estimated state budget revenue approved by the Provincial People's Council in 2015 is 8,184 billion VND, of which: the estimated domestic revenue in 2015 is 6,880 billion VND, an increase of 150 billion VND compared to the estimate assigned by the Prime Minister. Up to now, the total state budget revenue in 2015 in Nghe An province is estimated at 8,729 billion VND, an increase of 6.7% compared to the estimate approved by the Provincial People's Council. Of which, domestic revenue is 7,424 billion VND, an increase of 7.9% compared to the estimate assigned by the Provincial People's Council in 2015.
11/14 revenue items completed the estimate, specifically: Revenue from the non-state-owned CTN-DV sector was 3,210 billion VND, reaching 103.2% of the estimate, up 18.6% over the same period; Registration fee was 570 billion VND, reaching 123.9% of the estimate, up 29.2% over the same period; Non-agricultural land use tax was 36 billion VND, reaching 120% of the estimate and equal to 97.5% over the same period; Personal income tax was 290 billion VND, reaching 131.8% of the estimate, up 40.6% over the same period; Environmental protection tax was 400 billion VND, reaching 235.3% of the estimate, up 45.8% over the same period; Fees and charges were 152 billion VND, reaching 112.6% of the estimate, up 3.2% over the same period; Land use fee collection was 1,021 billion VND, reaching 157.1% of the estimate and equal to 22.6% compared to the same period; Land and water surface rental fee collection was 230 billion VND, reaching 255.6% of the estimate and increasing by 88.1% compared to the same period; Mineral exploitation rights collection was 70 billion VND, reaching 1,400% of the estimate and increasing by 556% compared to the same period; Other budget revenue was 250 billion VND, reaching 100% of the estimate.
- Reporter: Budget revenue including import-export tax revenue in 2015 only reached 8,729 billion VND, so is it still not reaching the term target of 10,000 billion VND?
-Mr. Nguyen Dinh Hoa: Revenue from import-export activities as reported by the Customs sector currently reaches 1,299 billion VND, plus domestic revenue and recorded revenue and expenditure of 1,300 billion VND, thus the 2015 budget revenue has reached the target for the 2011-2015 term.
-Reporter: Could you please tell us what solutions will be implemented to implement the 2016 budget collection plan?
-Mr. Nguyen Dinh Hoa: The estimated state budget revenue approved by the Provincial People's Council in 2016 is 10,281 billion VND, of which: the estimated domestic revenue in 2016 is 8,994 billion VND, an increase of 850 billion VND compared to the estimate assigned by the Prime Minister (due to the estimated land use fee revenue increasing by 850 billion VND).
To achieve the above-mentioned high budget revenue target, from the first days and months of 2016, the tax sector will resolutely direct the budget revenue collection work. Focus on assigning budget estimates to departments and branches; urge the completion of the 2016 business tax collection target. Implement new tax policies that take effect from January 1, 2016 such as the Law amending and supplementing a number of articles of the Law on special consumption tax and Circulars guiding tax management, VAT, personal income tax, etc. Strengthen coordination between tax collection agencies, financial agencies and functional forces in revenue management, preventing revenue loss, and handling outstanding debts (especially for enterprises with large revenues, revenues related to land, mineral resources and import-export taxes).
Manage revenue sources in the area, especially enterprises with large revenues, revenues related to land, mineral resources and import-export taxes; promptly detect tax evasion and tax fraud. Conduct reviews to grasp revenue sources and budget payers in the area; inspect and control tax declarations and tax settlements of enterprises, organizations and individuals to collect correctly, fully and promptly taxes, fees, charges and other revenues to the State budget in accordance with the law and rectify and handle violations.

The industry will actively exploit revenue sources and have plans to nurture revenue sources. Strictly implement programs to prevent tax losses. Focus on tax debt collection, continue to resolutely and synchronously implement debt collection and tax debt enforcement measures according to regulations. Strengthen and innovate forms of propaganda and support for taxpayers, regularly organize dialogues with businesses, especially those with tax debts. Continue to promote tax administrative procedure reform, propagate all new tax policies to taxpayers, simplify administrative procedures and do a good job of praising organizations and units that fulfill their tax obligations.
