Deputy Minister of Home Affairs Nguyen Thi Ha: Nghe An is a bright spot of the whole country in implementing government mass mobilization.
Deputy Minister of Home Affairs Nguyen Thi Ha acknowledged and highly appreciated Nghe An's seriousness and responsibility in implementing Prime Minister's Directive No. 33 as well as implementing the Central Government's policies and guidelines proactively, creatively and effectively, becoming a bright spot in the country.

On the morning of April 11, an interdisciplinary working group of the Ministry of Home Affairs led by Ms. Nguyen Thi Ha - Deputy Minister of Home Affairs had a working session with the People's Committee of Nghe An province to survey and evaluate the results of 5 years of implementing Directive No. 33, dated November 16, 2021 of the Prime Minister on continuing to strengthen and innovate the mass mobilization work of State administrative agencies and authorities at all levels in the new situation; at the same time, grasp issues related to the arrangement of the apparatus organization in Nghe An province.
Working directly with the delegation of the Ministry of Home Affairs, on the side of Nghe An province, there were comrades: Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for implementing administrative mass mobilization work; Nguyen Viet Hung - Member of the Provincial Party Executive Committee, Director of the Department of Home Affairs, Deputy Head of the Standing Committee of the Steering Committee; and members of the Steering Committee for implementing administrative mass mobilization work of the provincial government.

Many models and bright spots in government mass mobilization
At the meeting, on behalf of the provincial leaders, Director of the Department of Home Affairs Nguyen Viet Hung reported to the Ministry of Home Affairs delegation on the results of 5 years of implementing Directive No. 33 of the Prime Minister and the implementation of 2 major policies of the Central Government on rearranging specialized agencies under the Provincial People's Committee; implementing 2-level government, rearranging commune-level administrative units.
In particular, Directive No. 33 of the Prime Minister was directed by Nghe An province to be systematically implemented in conjunction with the good implementation of democratic regulations. Based on Directive No. 33 of the Prime Minister and Project No. 04, dated October 1, 2021 of the Provincial Party Committee Standing Committee; The Provincial People's Committee has developed plans, in conjunction with the regulations on mass mobilization work of the political system of Nghe An province.

The administrative mass mobilization work is carried out by provincial departments, branches, and authorities at all levels in conjunction with the implementation of political tasks and policies; the province also promotes administrative procedure reform, public ethics, and improves the quality of service to the people and businesses.
Along with that, all levels and sectors in the political system have also paid attention to solving the needs and aspirations as well as taking care of the material and spiritual life of the people. Notably, poverty reduction has been mobilized by the entire political system and the social community, including supporting the poor and households with difficult housing circumstances.
Within 4 years (2021 - 2025), the whole Nghe An province has mobilized and supported from various sources to renovate and repair a total of 13,959 houses for the poor and households with difficult housing circumstances.

Nghe An also has many innovations in implementing administrative mass mobilization work and democratic regulations in difficult areas, remote areas, and special areas; resolving citizens' complaints and denunciations, focusing on innovating the process and methods of resolution, resolving many complicated and long-standing cases, creating people's trust in the Party and the government.
Provincial departments, branches, sectors and local authorities in Nghe An innovate, focus on building models, bright spots of government mass mobilization, and democratic regulations to spread, especially difficult and complicated matters.
In the period of 2021 - 2025, the whole province has built 924 models and bright spots; including 467 bright spots on government mass mobilization and 457 bright spots on the Democratic Charter.

Regarding the work of rearranging the political system, Nghe An province has proactively implemented it based on the instructions of the Central Government and the guidance of the Ministry of Home Affairs with the spirit of urgency "running and lining up at the same time" but still ensuring quality, creating high consensus among cadres, party members and people. In particular, the arrangement of specialized agencies under the Provincial People's Committee and district level ensures stability and normal operation after the arrangement.
Nghe An province has also proactively implemented the policy of building a two-level government and developed a plan to arrange commune-level administrative units so that when there is a policy from the Politburo and the National Assembly, it will be implemented immediately.

Based on the general report of the province and through monitoring, grasping the implementation and direction of Nghe An province, at the meeting, in addition to acknowledging and appreciating many outstanding results and becoming a bright spot in the country of the province, members of the working delegation of the Ministry of Home Affairs also asked Nghe An province to share more difficulties, obstacles and proposals in implementing Directive No. 33 of the Prime Minister when implementing a two-level government and increasing the scale of communes; commune arrangement plan as well as related issues on working headquarters for new communes; plan to resolve surplus cadres, civil servants and public assets; administrative reform, supervision and social criticism; implementation status of Resolution No. 57 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation...

Speaking to the delegation of the Ministry of Home Affairs, Vice Chairman of the Provincial People's Committee Bui Dinh Long informed about many issues related to socio-economic conditions, especially the difficulties in administrative boundaries. The province has 11 mountainous districts and towns with difficult conditions in transport infrastructure, electricity, and information technology. These are difficulties that affect the government's mass mobilization work as well as the implementation of Resolution No. 57 of the Politburo.
The Vice Chairman of the Provincial People's Committee also shared the implementation methods and progress of the program to mobilize and support the construction and repair of houses for meritorious people, the poor, and people with housing difficulties in the area; the work of developing a plan to arrange commune-level administrative units as well as proactively reviewing related work when implementing a two-level government.

The Deputy Minister of Home Affairs also suggested that Nghe An province should evaluate the implementation of Directive 33 and pay attention to making specific proposals to the Central Government to continue to effectively implement the Directive when implementing a two-level government; at the same time, continue to strengthen the work of government mass mobilization, including taking care to improve the material and spiritual life and solving urgent problems of the people; building a bloc of solidarity between the Party Committee, government and people for common development.

Emphasizing the importance of government mass mobilization and grassroots democracy, the Deputy Minister of Home Affairs suggested that the province pay attention to propaganda work, raising awareness of the position and role of government mass mobilization among cadres, civil servants and public employees; associated with strengthening innovation and creativity in mass mobilization work in state agencies, implementing government mass mobilization to build an administration serving the people, improving the quality of management and administration at all levels in the spirit of: being close to the people, serving the people better.
The province needs to continue reviewing and completing the stages and tasks related to the policy of building a two-level government and reorganizing communes, so that when the Central Government has a policy, it can be implemented immediately. Pay attention to promoting the patriotic emulation movement, towards the National Patriotic Emulation Congress and Party congresses at all levels, towards the 14th National Party Congress.
Continue to direct the innovation of the content and methods of operation of the Fatherland Front and socio-political organizations to meet the requirements of tasks in the new situation; strengthen inspection, examination and supervision of the implementation of government mass mobilization work, administrative reform, handling of petitions and letters, grassroots democracy, etc.
