According to the telegram: At 5:28 a.m. on October 24, 2016, at Km15+380 on the North-South Railway in Van Giap village, Van Binh commune, Thuong Tin district (Hanoi), a particularly serious traffic accident occurred between train SE2 and a 7-seat car, killing 5 people and injuring 2 people.

The Prime Minister sent condolences to the families of the deceased victims and encouraged and visited the injured victims; The Deputy Prime Minister - Chairman of the National Traffic Safety Committee assigned the Vice Chairman in charge to directly go to the scene to coordinate with the Hanoi People's Committee to handle and overcome the consequences of the accident, and at the same time requested:

The Hanoi People's Committee directed the relevant agencies to mobilize the best medical conditions to treat the injured victims; organize visits and support to the families of the deceased and injured victims in the accident; urgently investigate, clarify the cause, and strictly handle organizations and individuals who violated the law causing this particularly serious accident.

The Ministry of Transport directed the Vietnam Railway Corporation to closely coordinate with the functional agencies of the Ministry of Public Security and Hanoi City to investigate and clarify the cause of the accident; coordinate with the functional agencies of the provinces and cities where the railway passes through to urgently inspect and review all intersections between roads and railways, and take safety measures for all level crossings, including residential walkways.

The Ministry of Public Security directed its subordinate units to coordinate with the competent authorities of Hanoi City to investigate and clarify the cause of the accident; directed the police of provinces and cities with railways passing through to increase patrols, control and strictly handle violations of order and safety of road and railway traffic, especially acts of sabotaging railway safety protection works to open illegal railway crossings.
