Prime Minister: Resolutely take action and speed up the progress of key projects
(Baonghean.vn) - On the afternoon of November 16, the State Steering Committee for important and key national projects and works held the third online meeting with the People's Committees of provinces and cities on the progress of site clearance for key national projects.
The conference was chaired from Hanoi by Comrade Pham Minh Chinh - Politburo member, Prime Minister. Also attending were Comrade Le Van Thanh - Member of the Party Central Committee, Deputy Prime Minister, Deputy Head of the Standing Committee of the Steering Committee for important and key national projects; representatives of ministries, branches and People's Committees of provinces and cities with key national projects.
On the side of Nghe An province, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee attended the meeting in Hanoi; comrade Hoang Phu Hien - Director of the Department of Transport chaired at the Nghe An bridge. Also attending were representatives of the Provincial People's Committee Office, relevant departments, branches and units.

Opening the meeting, Deputy Prime Minister Le Van Thanh reviewed the progress of a number of key and important national projects and works; newly started projects and the Government's progress requirements; requested ministries, branches and localities to specifically report on progress and causes, obstacles, and propose solutions.
At the meeting, a representative of the Ministry of Transport said that the sector was assigned to manage and invest in 70 projects, including 63 road projects with a length of nearly 2,500 km of highways; 5 railway projects and 2 airport projects passing through 40 provinces and cities.

Nghe An has a national key project, the North-South expressway, the eastern section, currently under implementation. The project covers 87.84 km in 2Nghi Son - Dien Chau sub-projectand Dien Chau - Bai Vot were deployed from June 2019. Up to now, the province has cleared 87.76/87.84 km, reaching 99.91%, with 85 meters remaining unfinished, of which, Nghi Son - Dien Chau section has cleared 43.4/43.47 km, reaching 99.84%; Dien Chau - Bai Vot section has cleared 44.36/44.37 km, reaching 99.97%.

Based on the situation report and arising problems, Nghe An also plans a number of plans for implementation in the coming time; commitments from localities to relocate graves in the 11th and 12th lunar months; relocate power line infrastructure no later than December 2022; direct and request localities to continue mobilizing the political system to take drastic action to complete compensation and site clearance.
Hoang Mai Town coordinated with Project Management Board 6 and departments and branches to advise on a plan to handle the D800 water line so that the contractor can organize the construction of the North-South Expressway to ensure the set progress.

At the meeting, along with the commitment to make efforts to complete the handover of clean land for the project, Nghe An continued to propose to Project Management Board 6 and investors to add a number of construction items such as underpasses, irrigation ditches, and residential access roads through Quynh Luu district; study the adjustment from embankment roads to retaining walls and access roads to avoid having to clear the land through Dien Doai commune (Dien Chau); direct contractors and investors to concentrate machinery, equipment, and human resources to speed up construction progress, avoid re-encroachment, especially the Dien Chau - Bai Vot section; coordinate with road management units and localities to unify the offline service roads and commit to returning the project to its original structure.
Take decisive action and clearly define responsibilities
After the ministries and branches gave additional comments, Deputy Prime Minister Le Van Thanh spoke to evaluate the efforts of the ministries and branches of localities, but they did not meet the requirements and progress set. In the coming time, ministries, branches and localities must review, clarify the causes, and assign responsibilities to find solutions. For example, the Long Thanh Airport Project is a large project, worth 5 billion USD, which must be bid internationally, but currently only has 1 domestic contractor participating. The Deputy Prime Minister noted that key projects must ensure progress, but also comply with bidding procedures and regulations to ensure strictness.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized the significance of key projects and works to the country's socio-economic development strategy. Therefore, ensuring progress and putting these projects and works into use as planned will ensure investment efficiency and promote economic growth. Learning from previous projects, there must be new approaches, new ways of doing and proper organization and behavior, saying goes hand in hand with doing and doing effectively; discipline and administrative discipline must be rectified.
The Prime Minister emphasized that in the context of economic and capital difficulties, the Government promotes public investment to create jobs for workers, contributing to economic growth, so ministries, branches, project management boards and People's Committees of provinces and cities must take drastic action, promote the sense of responsibility of Party members and officials, work for the people and the country to effectively use capital. If necessary, Party committees and authorities must review and replace slow and dependent officials; strengthen review and supervision to detect bottlenecks and obstacles at any stage to remove them; proactively do a good job of investment preparation so that when capital is available, it can be implemented immediately. It is necessary to mobilize the entire political system to participate in site clearance, develop thoughtful resettlement plans; have specific plans for each site clearance situation related to customs, practices, and spirituality in a reasonable and effective manner. Bidding and auction work must comply with regulations; reduce administrative procedures and paperwork./.
