On the morning of July 31, the Government held a national conference to deploy the implementation of the arrangement of administrative units at district and commune levels in the 2023-2030 period. Comrade Pham Minh Chinh - Politburo member, Prime Minister chaired the conference.
At Nghe An province, comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee co-chaired.

At the conference, Minister of Home Affairs Pham Thi Thanh Tra thoroughly grasped the content of Conclusion No. 48-KL/TW of the Politburo on continuing to reorganize district and commune-level administrative units in the 2023-2030 period; presented the content of the Resolution of the National Assembly Standing Committee on reorganizing district and commune-level administrative units in the 2023-2030 period.
Deputy Minister of Home Affairs Nguyen Duy Thang presented the Government's Resolution promulgating the Plan to implement the arrangement of district and commune-level administrative units for the period 2023 - 2025; the Ministry of Home Affairs' guidance on implementing the arrangement of district and commune-level administrative units under the Ministry's authority.
According to the roadmap for implementing the arrangement of district and commune-level administrative units in the 2023-2025 period in the Government's Resolution, in 2023, legal regulations related to the arrangement of administrative units will be reviewed, revised, supplemented, and promulgated to meet practical requirements and overcome shortcomings, limitations, and difficulties of the 2019-2021 period.

Localities shall develop a master plan and project to arrange district and commune-level administrative units whose area and population size are below 70% of the prescribed standards; district-level administrative units whose natural area is below 20% and population size is below 200% of the prescribed standards; commune-level administrative units whose natural area is below 20% and population size is below 300% of the prescribed standards.
In 2024, complete the arrangement of district and commune-level administrative units and develop a master plan and project in 2023. In addition, focus on resolving redundant regimes and policies at district and commune-level agencies, organizations and administrative units that have been reorganized in the 2019-2021 period; resolve redundant regimes and policies at district and commune-level agencies, organizations and administrative units that have been reorganized in the 2023-2025 period.

Localities also presented experiences in arranging commune-level administrative units in the 2019-2021 period and presented overall plans and projects for arranging district and commune-level administrative units in the 2023-2025 period.
Speaking at the conference, Comrade Nguyen Khac Dinh - Vice Chairman of the National Assembly assessed that the arrangement of administrative units at district and commune levels in the 2023-2025 period was implemented more urgently, faster, and more thoroughly. However, the number of administrative units in this period is greater than the previous period; there must be a separate project for urban arrangement; in accordance with provincial planning, urban planning, rural planning, etc.

The arrangement of administrative units at district and commune levels is not the sole responsibility of state agencies but the responsibility of the entire system of Party committees, authorities, the Fatherland Front, unions and central agencies located in the area. Therefore, the arrangement must be under the comprehensive and synchronous leadership of the Party committees.
Drawing on experience from the previous period, the Vice Chairman of the National Assembly requested that localities must implement synchronously, the province that does it first should submit it first, and organize it systematically, scientifically, urgently and effectively. The arrangement requires close coordination between relevant agencies; local Party committees and People's Councils must hold extraordinary meetings to resolve issues when the People's Committee submits them to keep up with progress.
