Prime Minister approves plan to build North-South expressway with 6-10 lanes

The Prime Minister assigned the Ministry of Transport to review and study the adjustment of the Vietnam Expressway Network Development Plan to 2020 and orientation to 2030 in the direction of adjusting the planning scale of the North-South Expressway to 6-10 lanes to suit the actual development situation of the country; and to implement road boundary markers to manage land funds according to the plan.

The Government Office has just announced the conclusion of Prime Minister Nguyen Xuan Phuc on the investment plan for the North-South Expressway. The conclusion announcement clearly stated that the Ministry of Transport has been very urgent in preparing investment plans for the North-South Expressway.

With the goal of having about 2,000 km of expressway by 2020 as set out in Resolution No. 13-NQ/TW dated January 16, 2012 at the 4th Conference of the 11th Party Central Committee, the Government is determined to invest in the North-South expressway under the PPP model, with a spirit of determination, transparency, no corruption, waste, ensuring quality and efficiency.

Regarding the investment plan for the North-South Expressway, Prime Minister Nguyen Xuan Phuc requested site clearance for the entire route. Investment will continue in the 2016-2020 period and after 2020 according to the approved planning scale.

The Prime Minister agreed to the plan for the State to support 55,000 billion VND from government bond capital in the 2016-2020 period to implement the projects; assigned the Ministry of Transport to re-establish the Pre-Feasibility Study Report and submit it to the Prime Minister.

The Prime Minister agrees to appoint project consultants and design consultants according to regulations; the Ministry of Transport will incorporate them into the general investment mechanism and policy to report to the Politburo and the National Assembly. The selection of investors will be through competitive bidding, based on approved technical designs.

The Ministry of Transport directed consultants to proactively establish component investment projects to implement construction immediately after the National Assembly approves the investment policy for the entire route.

The Prime Minister assigned the Ministry of Transport to preside over and coordinate with the Ministries of Planning and Investment, Finance, Construction, Justice and the State Bank of Vietnam to develop mechanisms and policies for project investment, in a strict spirit, in compliance with the law, but need to create incentives to attract investment, submit to the Government for decision; include in the content of the submission to the National Assembly for decision on investment policies for mechanisms beyond the Government's authority.

The Ministry of Planning and Investment urgently submitted to the Prime Minister the establishment of a State Appraisal Council to appraise the project in accordance with regulations.
