The Prime Minister chaired the first meeting of the Steering Committee for the Prevention and Control of Waste.

On the morning of February 25th, the first meeting of the Steering Committee for the Prevention and Control of Waste was held online, with participants starting in Hanoi and connecting to 63 provinces and cities nationwide.

The first meeting of the Steering Committee for the Prevention and Control of Waste was chaired by Prime Minister Pham Minh Chinh and Standing Deputy Prime Minister Nguyen Hoa Binh. On the Nghe An side, Mr. Nguyen Van De, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, presided, along with representatives from provincial departments and agencies.

At the first session, representatives from many localities, ministries, and sectors commented that it is not difficult to identify wastefulness in society today. This includes the inefficient use of national and institutional human and material resources, most noticeably in stalled projects, suspended planning, and abandoned constructions.

Therefore, to effectively prevent and combat waste, it is necessary to decisively implement solutions to definitively resolve outstanding and stalled projects, aiming to complete and put them into operation to achieve their objectives, avoiding waste of resources and public dissatisfaction. The quality of investor selection must be improved, avoiding those lacking the necessary capabilities. In particular, proactive and timely handling of public assets (buildings, offices) after the merger of administrative agencies and units is crucial to prevent waste.

Solutions are needed to combat waste and unlock resources for economic development. Simultaneously, it is necessary to hold individuals and organizations accountable for prolonged delays in projects and construction; and to resolutely replace or transfer to other positions those officials and civil servants who are incompetent, hesitant, evasive, shirk responsibility, work half-heartedly, are afraid of accountability, cause delays, and fail to meet assigned tasks in resolving issues related to project delays, prolonged construction, and resource waste.

In Nghe An province, in recent times, there have been many stalled projects, projects behind schedule, and projects using land for purposes other than intended, causing negative public opinion and wasting land resources, resulting in tax revenue losses for the budget, affecting the province's investment environment, reducing confidence, and hindering the socio-economic development of the locality.

The Steering Committee for Waste Prevention and Control was established on December 17, 2024, by Decision 1579/QD-TTg of the Prime Minister. This is an inter-sectoral coordinating organization whose function is to assist the Prime Minister in researching, directing, and coordinating the resolution of important inter-sectoral issues related to waste prevention and control; the Government's overall program on practicing thrift and combating waste; and implementing other important tasks and solutions in preventing and controlling the waste of economic resources.

The Steering Committee for the Prevention and Combat of Waste is chaired personally by Prime Minister Pham Minh Chinh, and the Ministry of Finance serves as the permanent agency of the Steering Committee.

Concluding the first session, Prime Minister Pham Minh Chinh requested that the supporting agencies promptly advise on the restructuring of the Steering Committee for Waste Prevention and Control; and promptly issue a directive to guide its implementation.

The Prime Minister also requested the involvement of the entire political system in preventing and combating waste; there are no spatial or temporal limitations in preventing and combating waste. He requested heads of ministries, sectors, provinces, and cities to seriously and effectively implement the directives of General Secretary To Lam on combating waste; to effectively implement resolutions and directives of the Government on the efficient use of resources, to quickly implement projects, and to prevent losses and waste, especially in stalled or suspended projects...

Review and compile a comprehensive list of all unused or underutilized projects, works, and public offices within the scope and jurisdiction of management. The role of leaders in preventing and combating waste needs to be enhanced, contributing to building a sustainable economy where resources are used efficiently and transparently, benefiting the people and the country...
