Prime Minister: The economy has clearly shown positive recovery, growth exceeding the set scenario.
On the morning of July 6, Prime Minister Pham Minh Chinh chaired the regular Government meeting for June 2024 and the Government's online conference with localities.

Attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Government members, leaders of ministries, ministerial-level agencies, and Government agencies; Comrade Dinh Van An, Assistant to the General Secretary; leaders of the Central Economic Commission, the Finance and Budget Committee, the Economic Committee of the National Assembly, the National Assembly Office, central agencies; leaders of provinces and centrally run cities; representatives of a number of state-owned corporations and groups.
According to the program, the meeting focused on assessing the socio-economic situation in June and the first 6 months of the year, the disbursement of public investment capital, implementation of 3 national target programs, and key tasks and solutions for the last 6 months of the year.

In his opening speech, Prime Minister Pham Minh Chinh said that before the meeting, he had reported to General Secretary Nguyen Phu Trong and the General Secretary sent his regards and best wishes to the delegates attending the meeting; after the meeting, he would report back and continue to ask for the General Secretary's direction.
The Prime Minister emphasized that the meeting is important to review June and the first six months of the year, set out tasks and solutions for the last six months of the year, in order to comprehensively and successfully implement the goals and tasks of 2024, creating the premise and momentum for 2025, the final year of the term, to successfully implement the goals and tasks according to the Resolution of the 13th National Party Congress.
According to the Prime Minister, the recent context continues to have more difficulties and challenges than opportunities and advantages.
The world situation has three highlights: Strategic competition is more intense, conflicts in some regions continue to occur; USD and gold prices are high, crude oil and basic commodity prices fluctuate strongly; climate change, resource depletion, and population aging are increasingly having a heavy impact on countries and economies, especially heat waves and droughts...
Domestically, the economy is subject to double impacts from unfavorable external factors and internal limitations and shortcomings. Vietnam is a developing country, an economy in transition, with a small economic scale but large openness and limited resilience. A small external impact can have a large impact internally.

In that context, thanks to the participation of the entire political system, the close leadership and direction of the Party Central Committee, directly and regularly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong, the drastic direction and management of the Government, all levels, sectors and localities, the participation, consensus, efforts and rise of the people and the business community, the support and assistance of international friends and partners, the economy has clearly shown a positive recovery, with each month higher than the previous month, each quarter better than the previous quarter, and in general, the first 6 months of 2024 achieved many important results, better than the same period in 2023 in most areas and better than the last 6 months of 2023.
The Prime Minister outlined the highlights: GDP growth in the second quarter reached 6.93%, in the first 6 months reached 6.42%, exceeding the set scenario, which is the high level of the region and the world. The macro economy is stable, inflation is controlled at about 4%, major balances are ensured, social security and people's lives are improved, political security and social order and safety are basically well guaranteed, foreign affairs are promoted, the country's prestige and position continue to be raised.
Besides, in recent years, we have saved about 700 trillion VND to implement salary increase from July 1st and proposed appropriate solutions to both implement Resolution 27 of the Central Committee according to the roadmap, and to suit the conditions and situation of the country and the requirements to ensure major balances, ensuring fairness and equality among beneficiaries.
In addition to the very basic results, the socio-economic situation still has shortcomings, limitations, difficulties and problems such as high inflation pressure; production and business situation in some areas is still difficult; fire and explosion situation, security and order, traffic safety in some areas are still complicated; discipline is not strict in some places and at some times; there is still a situation where cadres and civil servants are afraid of making mistakes, shirk responsibility and avoid responsibility.
The Prime Minister suggested that based on practical experience and reports, delegates should research, give opinions, and analyze in depth the positive and negative aspects, draw lessons, point out difficulties and bottlenecks, especially legal problems, and propose appropriate, feasible, and effective tasks and solutions for the coming time to overcome difficulties and shortcomings, continue to promote the existing momentum, maintain the development momentum to achieve better results in the coming time.
The Prime Minister requested ministries, branches, localities and agencies to actively and proactively carry out tasks and solutions according to their functions, tasks and powers with high determination and great efforts, identifying "clear people, clear work, clear time, clear products and clear effectiveness" for inspection, evaluation, criticism and appropriate rewards.
