Prime Minister Pham Minh Chinh: Strengthen inspection and supervision to bring institutions into life
Speaking at the Government's legal meeting in February, Prime Minister Pham Minh Chinh requested that ministers and heads of sectors directly lead and direct the building of institutions, and strengthen inspection, supervision and urging so that institutions can come into life.
On the morning of February 16, at the Government headquarters,Prime Minister Pham Minh Chinhchaired the Government's legal meeting in February 2022. Also attending the meeting were Deputy Prime Ministers: Pham Binh Minh, Le Minh Khai, Le Van Thanh, Vu Duc Dam; Ministers; Heads of ministerial-level agencies and government agencies.
Prime Minister Pham Minh Chinh stated that at this meeting, the Government will continue to discuss the completion of draft laws. The Resolution of the 13th National Party Congress clearly identifies investment guarantees for the construction of three worthy strategic breakthroughs, including institutional breakthroughs.
"Therefore, we continuously organize meetings, exchanges, and seminars to consult with experts, scientists, and managers to build a legal system, including the authority of all levels. Whatever is under the authority of the Politburo and the National Assembly, we must actively prepare and submit according to regulations and procedures," the Prime Minister emphasized.
The Prime Minister requested that Ministers and heads of sectors directly lead and direct the building of institutions, including laws related to their sectors and fields, and the development of Decrees and Circulars. The Minister of Justice continues to perfect processes and regulations on procedures, as well as on behalf of the Government to urge and inspect ministries and sectors to ensure timeliness and quality; supplement and perfect other regimes and policies related to human resources and facilities, thereby creating the best conditions for cadres to do this work, worthy of strategic breakthroughs.
The Prime Minister pointed out that, through practice, many bottlenecks need to be removed, such as one law amending many laws, preparing a number of laws related to land, resources, minerals, management of important and essential goods, related to major balances of the economy, macro stability... Through the practice of each ministry, branch, agency, unit, after reviewing, if any problems need to be fixed, they must be fixed immediately, especially issues related to the socio-economic recovery and development program with an additional amount of about 350 trillion VND in 2 years, if there are any institutional bottlenecks needed to free up resources and create efficiency, through inspection and review, ministries and branches need to focus on doing them in a focused and key way.
The Prime Minister suggested that ministries and branches that have already focused should focus more, that have already promoted should promote more, that have already determined should be more determined, and that they should strengthen inspection, supervision, and urging so that institutions can come into life. The Prime Minister suggested focusing on research, discussion, and giving opinions, being concise, straight to the point, of high quality, and encouraging critical opinions. For each draft law, after the Government has given its opinion, if there are still difficult, complicated, and sensitive issues, the Ministers and heads of branches should continue to organize seminars to consult with experts and scientists, especially to organize good communication work. The Prime Minister also suggested that the media agencies coordinate well with ministries and branches to do this work well. Experience has it that if problems are done correctly and accurately but communication is not good, it is very easy to affect the common goal.
At the meeting, delegates discussed and gave opinions on the Draft Law on Inspection (amended); Draft Law on Petroleum (amended); Law on Civil Defense; Law on Management and Protection of National Defense Works and Military Zones; Law on Cooperatives (amended); Law on Bidding (amended); Draft Law on Implementing Democracy at the Grassroots Level./.
