Effectively conduct specialized inspections of the State Treasury.
(Baonghean.vn) - Following the directives of the State Treasury, the Nghe An State Treasury has implemented specialized inspections closely aligned with assigned tasks and the local situation. This has helped units utilize state budget funds effectively and in accordance with legal regulations.
Specialized inspections have been implemented within the State Treasury system since 2016. In addition to identifying shortcomings in the implementation of policies and laws, specialized inspections have also made a significant contribution to helping budget-using units rectify and improve financial discipline and order.
In particular, through the inspection conclusions of specialized inspection teams of the State Treasury, the superior management agencies of the state budget-using units become aware of the shortcomings and violations of the subordinate units, which serves as a basis for strengthening inspection and handling work, and improving the quality of the units' operations. This also provides a basis for developing and promulgating mechanisms and policies that are appropriate to the reality and in accordance with the law.

Mr. Dang Quang Thung, Head of the Inspection and Examination Department of the Nghe An State Treasury, said: “In fulfilling its assigned tasks, the Nghe An State Treasury has recently developed a focused and targeted specialized inspection plan, concentrating on sensitive issues prone to violations to prevent, detect, and handle illegal activities. Through this, it has recommended corrective measures to address shortcomings and loopholes in management and in the issuance of mechanisms, policies, and legal regulations.”
Through specialized inspections, the Nghe An State Treasury has discovered violations in the compliance with regulations and policies by state budget-using units, such as: spending on ineligible recipients; spending exceeding limits; improper use of advance payments; preparing payment documents to send to banks for transfer from payment accounts to individual beneficiary accounts that do not match the payment statements controlled by the State Treasury; failure to comply with legal regulations on payment terms stipulated in contracts; preparing expenditure documents that do not reflect the actual expenditure; discrepancies between the documents and records listed by the unit on the payment statements submitted to the State Treasury and the documents and records kept at the unit...
Through specialized inspections, budget-using units have been able to identify shortcomings and violations in financial management, thereby enhancing their sense of responsibility in using state budget funds effectively and in accordance with the law. At the same time, it helps higher-level management agencies understand the shortcomings and violations of lower-level units, providing a basis for strengthening inspection and handling, improving the quality of financial management of budget-using units, and contributing to strengthening discipline and order in complying with state budget laws by budget-using units.
In 2022, the Nghe An State Treasury conducted 6 specialized inspections (achieving 100% of the plan); detected and handled numerous violations within its authority or recommended handling by competent authorities; and subsequently recommended economic sanctions, recovering and depositing over 172,187,000 VND into the State budget. The Nghe An State Treasury also issued 28 administrative penalty decisions with a total fine of 53,400,000 VND (including 3 administrative penalty decisions through specialized inspections totaling 12,750,000 VND; and 22 administrative penalty decisions through State budget expenditure control totaling 40,650,000 VND).
Thanks to the implementation of specialized inspection work, the Nghe An State Treasury has promptly recommended to competent authorities the amendment and supplementation of some inappropriate legal mechanisms and policies, such as: recommending amendments to the process of controlling state budget expenditures; recommending amendments and supplementation of administrative sanctions arising in the practical implementation of specialized inspection activities but not yet stipulated in Government Decree No. 63/2019/ND-CP dated July 11, 2019; and presiding over the development and signing of the Regulation on coordination in the management, payment and settlement of investment projects using investment capital in Nghe An province (Regulation No. 152/LCQ/KHĐ-TC-KBNN dated March 22, 2022) between the Nghe An State Treasury, the Department of Finance and the Department of Planning and Investment.

In particular, the specialized inspection activities of the Nghe An State Treasury have helped professional departments and district-level State Treasuries to identify shortcomings in the implementation of tasks and inadequacies in issued policies and mechanisms; to make timely adjustments and propose amendments to policies and mechanisms to suit practical realities. From this, valuable lessons have been learned in directing and managing operations, building mechanisms, providing professional guidance, strengthening discipline within the State Treasury system, and improving the efficiency of managing state budget funds.
To effectively perform its assigned functions of state management, ensure the absolute safety of state funds and assets, and manage and operate state treasury funds in accordance with the law, the State Treasury has effectively carried out inspection and auditing work, thereby contributing to maintaining financial discipline and order, and enhancing the responsibility and efficiency of state budget utilization.
