Strictly implement regulations on epidemic prevention and control, for the health of each person, for the national interest.

On the morning of April 26, 2021, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting on Covid-19 prevention and control. Attending the meeting were members of the Government Standing Committee; leaders of the Ministries of Health, National Defense, Public Security, Foreign Affairs, Transport and the Government Office. After listening to the report of the Ministry of Health, the opinions of the Deputy Prime Ministers and the speeches of the delegates attending the meeting, Prime Minister Pham Minh Chinh concluded as follows:

The Covid-19 epidemic in the world is currently very complicated, continuing to increase in the number of people infected, the number of people hospitalized, the number of deaths and re-outbreaks in many countries around the world, including some neighboring countries sharing the southwest border. In the country, there is a very high risk of the epidemic re-outbreak. Implementing the "dual goal" of both economic development and ensuring the requirements of epidemic prevention and control is a very difficult task. The Government, the Prime Minister and the National Steering Committee for Covid-19 Prevention and Control have paid great attention and regularly given strong instructions. However, recent reality shows that in society there is a subjective and negligent mentality, and some places have not seriously implemented the requirements of epidemic prevention and control.

The Prime Minister requested ministries, branches, localities, organizations, units and each citizen to absolutely not be negligent or subjective, to raise awareness and responsibility for public and individual health, and to focus on strictly implementing the proposed epidemic prevention and control measures, noting:

1. Heads of ministries, branches, agencies and local leaders at all levels shall proactively direct coordination, update the domestic and international situation, review to continuously improve and strictly implement epidemic prevention and control solutions within their management scope in accordance with the epidemic situation and actual requirements; not to be passive in possible outbreak scenarios; ensure strictness, correct functions, tasks, authority, easy implementation, easy monitoring, easy inspection and clear responsibilities of organizations and individuals.

2. For individuals: Strictly implement the 5K requirements, especially wearing masks. For agencies, units, and organizations: Strictly implement the requirements on Covid-19 safety; regularly self-check and update the implementation results on the Covid-19 epidemic prevention and control map. The authorities will resolutely handle organizations and individuals who violate the regulations of the Party and the laws of the State.

3. The Ministry of National Defense, the Ministry of Public Security, the People's Committees at the provincial level, and relevant ministries and branches shall strengthen supervision and inspection of compliance with procedures, processes and regulations on mandatory quarantine at centralized quarantine areas, accommodation facilities and enterprises, and post-quarantine medical monitoring.

4. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities shall direct the restriction of events with large crowds; in cases where it is necessary to organize, the agency or unit in charge of organizing the event shall be responsible before the law for strictly implementing the requirements and conditions prescribed for ensuring safety in epidemic prevention and control.

5. Chairmen of People's Committees of provinces and centrally-run cities report to Party committees at the same level to unify direction and mobilize the entire political system to participate.perform well the task of epidemic prevention and control in the area; ensure compliance with regulations on epidemic prevention and control for organizations and individuals, and the implementation of requirements on wearing masks in crowded places, especially at festivals and funeral and wedding activities; in case of epidemic transmission in the community in the area, depending on the level, the responsibility will be considered and handled according to regulations.

Localities with borders, especially the southwestern border, proactively coordinate with the Ministry of National Defense and the Ministry of Public Security, and closely cooperate with neighboring countries to strengthen patrols and control of entry activities by road and sea; resolutely control, prevent and strictly handle illegal entry activities according to the law.

6. The Ministry of Health should be more proactive in international cooperation to expand access to Covid-19 vaccine sources, rapid testing technology, and strengthen direction to create the most favorable conditions for domestic vaccine production.

7. The working group, including the Ministries of Foreign Affairs, National Defense, Public Security, Health, and Transport, continues to perform well the assigned tasks, strengthen strict management of entry activities of Vietnamese citizens, diplomats, investors, experts, technicians, etc. in accordance with the direction of the National Steering Committee for Covid-19 Prevention and Control.

8. The Ministries of Information and Communications, Health, Vietnam Television, Voice of Vietnam, Vietnam News Agency, People's Committees of provinces and centrally run cities, and press agencies continue to communicate about raising vigilance against the epidemic, implementing Covid-19 vaccination, and voluntarily implementing epidemic prevention and control measures according to regulations./.
