Streamlining the payroll for ineffective officials and civil servants
(Baonghean.vn)- Nghe An voters reflect that the current state apparatus from the central to local levels is still cumbersome and operates inefficiently. Voters have made many recommendations, but solutions to solve this problem are too slow and not drastic.
Voters continue to request the State to have solutions to improve the quality of activities of cadres and civil servants, streamline the payroll for those who work ineffectively, build a team of cadres and civil servants who are dedicated, responsible, exemplary, and practice what they preach.
The Ministry of Home Affairs responded to this issue as follows:
In recent years, all levels and sectors have actively implemented the Party's policies and the Government's regulations on streamlining the payroll and restructuring the contingent of cadres, civil servants and public employees, and have achieved some important results. Many cadres, civil servants and public employees who do not meet the standards and conditions in terms of professional expertise, health and character have been removed from the state apparatus; those with higher capacity and expertise to meet job requirements have been selected to improve the quality and structure of cadres, civil servants and public employees.
However, the effectiveness of streamlining the payroll and restructuring the staff of cadres, civil servants and public employees is still limited. In recent years, tasks between agencies and organizations have not yet completely overlapped, and the total number of payrolls tends to increase, especially in the public service sector.

The structure of civil servants and public employees is still unreasonable in terms of quantity, job titles, professional titles, qualifications, age, ethnicity, gender, etc. Therefore, the Politburo and the Government have issued Resolutions, Conclusions, and Decrees as a basis for continuing to innovate the Government's operations in the direction of building a clean, strong administration, unified, transparent, streamlined, and reasonable management; improving the effectiveness and efficiency of state agencies, overcoming the situation of lax management in all fields; continuing to promote administrative reform, civil servant and public service regimes. Specifically as follows:
- Conclusion No. 64-KL/TW dated May 28, 2013 of the 7th Conference of the 11th Central Executive Committee on a number of issues on continuing to innovate and perfect the political system from the Central to the grassroots level directed: "In the immediate future, maintain the basic stability of the Government's organization, organize the multi-sectoral and multi-field management apparatus in accordance with the country's reality" and "Continue to implement the policy of streamlining the payroll, from now until 2016, basically not increase the total payroll of the entire political system (except in the case of establishing new organizations or assigning new tasks).
Restructure and standardize the staff, civil servants and public employees, and take synchronous measures to replace those who do not meet the requirements. In case there is a request to increase the payroll, there must be a project that is strictly assessed by the competent authority.

- Resolution No. 39-NQ/TV/ dated April 17, 2015 of the Politburo on streamlining staff and restructuring the team of cadres, civil servants and public employees directed:
+ Regarding organization and apparatus: “Focus on reviewing, arranging, and perfecting the organization of agencies and units of the Party, the State, and socio-political organizations. In the immediate future, maintain the current organization. Do not establish intermediate organizations; only establish new ones in special cases where they are truly necessary due to practical requirements”; “continue to consolidate and improve the operation of the multi-sectoral, multi-field management model” and “Strictly regulate the conditions and criteria for establishing, dissolving, and merging administrative units at all levels in the direction of encouraging the merger of commune-level administrative units, ensuring that the number of administrative units in the locality does not increase”.
+ Regarding streamlining the payroll: “Persistently implement the policy of streamlining the payroll of cadres, civil servants and public employees, ensuring that the total payroll of the entire political system does not increase. In case a new organization must be established or a new task assigned, the agencies, organizations and units must balance and adjust within the total existing payroll”; “Soon complete the determination of job positions in administrative agencies, organizations and public service units of the Party, State, socio-political organizations to serve as a basis for determining appropriate payroll”; “Each agency, organization, unit of the Party, State, socio-political organization and public service unit must develop a plan to streamline the payroll for 07 years (2015-2021) and submit it to the competent authority for approval each year for implementation.
In particular, it is necessary to determine the rate of streamlining the payroll by 2021 to be at least 10% of the payroll of ministries, departments, branches, socio-political organizations, provinces and centrally-run cities" and "Agencies, organizations and units must only recruit new cadres, civil servants and public employees not exceeding 50% of the payroll of cadres, civil servants and public employees who have implemented streamlining and not exceeding 50% of the payroll of cadres, civil servants and public employees who have resolved retirement or termination of employment according to regulations".

- Decree No. 108/2014/ND-CP dated November 20, 2014 of the Government on the policy of streamlining payroll stipulates: "Agencies, organizations and units are allowed to use 50% of the payroll that has been streamlined and resolve the retirement regime at the right age or termination of employment according to the provisions of law; the remaining number is reduced and put into the reserve payroll managed by the competent authority to be used for the establishment of new organizations or the implementation of new tasks assigned by the competent authority".
At the same time, it is stipulated that: “The head of an agency or unit is responsible for organizing the implementation of staff streamlining within the scope of assigned authority and in accordance with the provisions of law. The results of organizing and implementing staff streamlining are linked to the assessment of the annual task completion level of the head of the agency, organization or unit”.
- Resolution No. 89/NQ-CP dated December 5, 2014 of the Government at the regular Government meeting in November 2014 directed: "The Ministry of Home Affairs and ministries, branches and localities shall thoroughly and strictly implement the Government's policy of not increasing the number of civil servants and public employees in 2015, including establishing new organizations or assigning new tasks (except in cases where competent authorities establish more schools and hospitals, but cannot balance the number of employees themselves, the Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training and the Ministry of Health to appraise and submit to the Prime Minister for consideration); only recruit no more than 50% of the number of retired and streamlined employees, the remaining 50% shall be deducted from the number of employees assigned by competent authorities in 2015".
These are solutions to improve the quality of work of cadres, civil servants and public employees, streamline the payroll for those who work ineffectively, build a team of dedicated, responsible, exemplary cadres and civil servants, who practice what they preach as per the opinions and recommendations of voters.
