Implement well the work of reforestation

In Nghe An, in parallel with the process of collecting fees for converting forest use purposes (MĐSDR) to other purposes from projects, the work of reforestation was also implemented simultaneously, achieving good results. Recently, the Ministry of Agriculture and Rural Development has assessed Nghe An as one of the provinces that has done well in reforestation.

2018 is the year of implementing an important new document related to reforestation, namely Circular No. 23/2017/TT-BNNPTNT dated November 15, 2017 of the Ministry of Agriculture and Rural Development on reforestation; at the same time, contributing to the development of a Decree guiding the implementation of the Forestry Law No. 16/2017/QH14.

To ensure funding for replacement forestation, the Provincial People's Committee, the Fund Management Board, relevant Departments and branches and the Provincial Forest Protection and Development Fund have had many solutions to effectively implement the collection and collection of money for converting MĐSDR to other purposes from projects.

In 2018, the amount of money collected from projects to convert MĐSDR to other purposes to serve the work of planting and caring for replacement forests was over 6 billion VND. The Fund coordinated with relevant agencies to advise the Department of Agriculture and Rural Development to submit to the Provincial People's Committee to allocate the collected money to organizations and individuals to carry out replacement forest planting. Carrying out the work of planting and caring for replacement forests has attracted the participation of people and forest workers, especially ethnic minorities, in contracting forest planting, thereby creating more jobs, stabilizing their lives, increasing their income, contributing to the implementation of the national target program of hunger eradication and poverty reduction, building new rural areas, and at the same time increasing coverage across the province.

In recent times, the projects assigned by the Provincial People's Committee to carry out replacement forest planting plans have done a good job of planting and caring for planted forests in accordance with approved technical procedures and protecting the planted forest areas well. At the same time, the Provincial Forest Protection and Development Fund has regularly inspected and urged the projects to perform well to ensure a high rate of forested areas.

In recent years, Nam Dan has been one of the localities that has done well in reforestation as special-use and protective forests. In addition, in 2018, with the approval of the Central Government and the Provincial People's Committee, the Nam Dan Special-Use Forest Management Board has implemented the project of developing public green trees "Planting shade trees and scattered landscapes" very effectively in many communes.

Mr. Le Dinh Minh - Head of Nam Dan Special Use Forest Management Board said: Thanks to the attention and support of all levels, sectors and the efforts of the Board, trees have been planted at the District Cultural Center and tree seeds have been provided to the communes of Nam Linh, Nam Tan, Xuan Lam... In order for the trees to grow well, the Nam Dan Special Use Forest Management Board carefully selects the seedlings and ensures that the seedlings have a diameter of 10cm or more and a height of 4 - 5m. According to the plan, from now until the end of 2019, the Nam Dan Special Use Forest Management Board will plant 4,600 lat trees, 210 Bauhinia trees and Lagerstroemia trees, black star trees... on the roads (re-planting) such as National Highway 46 from Cau Muou to Nam Dan town, Xo Viet Nghe Tinh road, the road to Uncle Ho's paternal and maternal hometowns, the road to Hoang Thi Loan's tomb, the road to Dai Tue pagoda..."

To meet the replacement forest planting needs in 2018, the province has allocated more than 11.3 billion VND to support the Tan Ky, Yen Thanh, Quy Hop, Nghi Loc, Con Cuong Protection Forest Management Boards; Nam Dan Special-use Forest Management Board; Pu Hoat Nature Reserve Management Board. Thanks to that, the current replacement forest planting area is 102 hectares, and 123 hectares are being planted according to the province's allocation plan and the Forest Protection & Development Fund has promptly disbursed (according to completed volume) for the planting and care of replacement forests. After more than 6 years of implementing replacement forest planting, up to now, the province has planted nearly 4,295 hectares (including the area converted from scattered tree planting).

Mr. Nguyen Khac Lam - Director of Nghe An Forest Protection and Development Fund said: "In the coming time, the Provincial People's Committee, relevant Departments, branches, local authorities, and the Provincial Forest Protection and Development Fund will continue to pay attention to: Collecting money to convert MĐSDR to other purposes of projects that do not have conditions to reforest to carry out replacement forestation according to regulations; planning land for forestation; allocating capital sources; directing and urging forestation projects to strictly follow approved technical procedures, promptly deploying from design, submitting to competent authorities for appraisal, approval, site preparation, materials, seedlings, labor... so that the replacement forest can grow and develop well, ensuring a high and effective forestation rate".
