Having the opportunity to visit Trung Hong hamlet, Dien Hong commune, Dien Chau district, I was surprised to see large fish ponds connected to pig farms. When I asked about this interesting thing, my friend explained: Not only raising livestock within the village land, people in the area also rent land outside the fields to set up farms. There are farms that bring in billions of dollars in profit each year, creating jobs for their children, daughters-in-law, and sons-in-law. My friend added: Before that land, people also produced 2 rice crops per year, but it was not effective, then they switched to trading as their main business, but it also created conditions for some households to rent large plots of land to get rich.
We went to the livestock farm of Mr. Nguyen Van De's family in Trung Hong hamlet. Standing in front of the vast fish ponds, with rows of pig farms on the shore, Mr. De excitedly boasted: In 2005, implementing the local policy of building fields with an income of 40 million VND/ha, I boldly rented agricultural land from the villagers to build a farm, in order to gradually create large-scale commodities. The total area I rented from the villagers was 4 hectares. According to the contract, I paid the villagers 1 quintal of rice/sao/year, which means I had to pay 8 tons of rice each year.

After 11 years of farming, my family invested more than 3 billion VND, dug 4 fish ponds, with an area of nearly 35,000 m2, and built pig farms. Currently, the pig farm has 50 foreign sows and 200 pigs. Because the pig farm system is isolated, it is highly effective and has few diseases. For the fish pond, I raise traditional fish: carp, grass carp, bighead carp, tilapia...
With many years of experience in livestock farming, his farm now earns over 1 billion VND in profit each year.
It is known that in the Roc Quanh field of Trung Hong hamlet, Dien Hong commune, there are 7 hectares, in addition to Mr. De's family renting 4 hectares, the remaining 3 hectares are also rented by some households in the hamlet, in the form of land accumulation to dig ponds to raise fish and raise pigs. Thus, in this Roc Quanh area, from only having 2 rice crops per year, self-sufficient in food for the people in the hamlet, it has now become a place specializing in providing fresh food to the markets of neighboring districts, bringing in much higher income per unit area.
Dien Hong Commune is the locality with the largest area of land accumulated by people and developed agricultural economy in Dien Chau district, with 40 hectares of ineffective agricultural land, contracted by 20 households. Each person has a different way of doing business, but in general, they have promoted the local land accumulation policy.
Mr. Phan Xuan Vinh - Vice Chairman of the District People's Committee said: Currently, in Dien Chau district, 33/39 communes have implemented the land accumulation policy, with an area of nearly 1,000 hectares. Economic efficiency shows that on average, 1 hectare of accumulated land brings in a profit of about 200 million VND/year, equal to the development of farm and family economy. However, land accumulation is still limited. The whole district has only 220 farms, 6 large fields with an area of over 773 hectares. The guiding viewpoint of Dien Chau district is to continue to consolidate, exchange plots, and accumulate land, in order to effectively exploit inefficient production land areas. The guiding policy is that households that do not have demand or have inefficient production can lease land to other households with economic conditions, scientific and technical knowledge, and a lot of labor and organize production into large fields.
Land concentration in Yen Thanh
As for Yen Thanh district, a locality with a lot of experience in rice production, it does not accumulate land but mainly concentrates land. Mr. Nguyen Vuong Ngoc - Vice Chairman of the District People's Committee said: After the localities in the district have completed the land conversion, based on the climate sub-region, soil quality... the district mobilizes businesses to invest in crops, focusing on rice seed production, with the motto "same fields, same seeds, same production process", to increase production efficiency, towards safe products, building the safe rice brand of Yen Thanh. Up to now, the district has built 80 concentrated production models. Through evaluation, it shows that the economic efficiency is 6 - 8% higher than small-scale production.
Phuc Thanh Commune is considered a locality that has successfully implemented large-scale model fields in recent times. Mr. Dinh Van Duong - Chairman of the Commune People's Committee said: Phuc Thanh has built 3 large-scale model fields, with a total area of over 100 hectares. The advantage of large-scale model fields is that they bring mechanization into production, create large-scale goods, and farmers have easier access to scientific and technological advances in production, thereby increasing the income value per unit area, reaching an average of 80 million VND/ha/year.

By the end of 2015, the whole province had 313/313 communes completing land consolidation and plot exchange in the field. After land consolidation and plot exchange, on average each household had 2.3 plots left. The public land area has been arranged into concentrated areas. The whole province has built over 720 effective production models and 62 large field models. The number of agricultural machinery has increased to 7,639 machines. Land consolidation and plot exchange in localities has been associated with re-planning of fields, traffic systems, internal irrigation and conversion of crop and livestock structures.

During his working trip to our province, Comrade Cao Duc Phat - Member of the Party Central Committee, Deputy Head of the Central Economic Committee emphasized that in order to turn agricultural production into a large-scale commodity, there must be linkages through cooperatives and enterprises. To do that, it is necessary to do a good job of land accumulation, creating conditions for people and enterprises to invest in production.
In the coming time, the locality needs to have solutions to support people in the work of confirming, converting, leasing, and transferring agricultural land. In addition, it is necessary to build a legal corridor, with specific regulations on this to create conditions for farmers to develop agricultural production stably and sustainably.
