The Ministry of Labor, War Invalids and Social Affairs has just requested its affiliated departments to report on the situation of salary payment, salary arrears and 2019 Tet bonus plan for employees at enterprises.
The Department of Labor Relations and Wages, Ministry of Labor, War Invalids and Social Affairs has just issued an official dispatch requesting 63 affiliated departments to compile statistics on the Lunar New Year and New Year 2019 bonus payment plans and 2018 salaries in 4 groups of enterprises.
In particular, the debt of workers' wages in some enterprises in the textile, footwear, seafood processing, and wood processing industries is required to be reported promptly.

Accordingly, the Department of Labor Relations and Wages requires the Departments of Labor, War Invalids and Social Affairs to conduct surveys focusing mainly on 4 groups of enterprises that are attracting the majority of workers, including: Single-member LLCs with 100% state capital; Companies with shares and capital contributions dominated by the State; FDI enterprises; and private enterprises.

This year's survey includes statistics on salaries received by employees in 2018, number of employees in the enterprise, highest, lowest and average salaries.
For private enterprises, the units subject to salary and bonus survey include private enterprises, joint ventures, joint stock companies without state capital, and joint stock companies without state-controlled capital.
With the 2019 Lunar New Year bonus plan, the statistical target also focuses on the number of employees in the enterprise; the highest, lowest and average bonus levels.
Similarly, the Lunar New Year bonus 2019 also focuses on the highest, lowest and average bonus paid to employees.
The Department of Labor Relations and Wages also stated that the Departments should grasp the implementation of salary and bonus policies in enterprises. At the same time, it requested enterprises to review labor contracts, collective labor agreements, and salary and bonus payment regulations according to the agreed content.
Understand the situation of unpaid wages for textile and footwear workers
The document of the Department of Labor Relations and Wages also requires localities with industrial parks, economic zones and export processing zones to survey and grasp the situation of wages and unpaid wages this year and have a plan to give bonuses to workers during the 2019 Lunar New Year.
Regarding the situation of unpaid wages in 2018, the Department requested the Departments of Labor, War Invalids and Social Affairs to focus on four main business groups including textiles and garments; footwear; seafood processing; and wood processing.
The Department also requires units to clearly analyze the causes of unpaid wages to workers, such as businesses facing difficulties and being forced to temporarily suspend operations; businesses dissolving, going bankrupt, ceasing operations, etc.
Statistics on bonuses, salaries and salary arrears will be sent to the General Department before December 20.

Regarding the salary situation in 2017 and the previous 2018 Tet bonus, a report from the Department of Labor Relations and Wages said that the average bonus for the 2018 Lunar New Year was 5,527 million VND/person, an increase of 13% compared to 2017.
The highest Lunar New Year bonus at a private enterprise in Ho Chi Minh City is VND855 million. Meanwhile, the lowest bonus is from a private enterprise in Vinh Phuc province with only VND20,000/person. This level is 40% compared to 2017, which was VND50,000/person.
For New Year's Eve, the average bonus was VND1,151 million/person, up 0.4% compared to 2017. The person with the highest bonus working at a foreign-invested enterprise in Ho Chi Minh City was1.5 billion VNDThe lowest bonus is 30,000 VND for employees at private enterprises and foreign-invested enterprises in Thanh Hoa, Ninh Binh and Binh Duong provinces.
