The Standing Committee of Nghe An Provincial People's Council commented on the draft Project of the National Assembly Party Delegation

On the morning of July 18, the Standing Committee of Nghe An Provincial People's Council, headed by Comrade Nguyen Nam Dinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council, attended the Workshop to collect comments on the draft Project "Strengthening the direction and responsibility of supervision and guidance of the National Assembly Standing Committee for the activities of People's Councils at all levels, strengthening the connection between the National Assembly agencies, agencies under the National Assembly Standing Committee with People's Councils at all levels" in Da Nang city.

The workshop was chaired by Comrade Nguyen Thi Thanh - Member of the Party Central Committee, Member of the National Assembly Party Delegation, Head of the Delegation Affairs Committee, Deputy Head of the Central Organization Committee, Deputy Head of the Standing Committee of the National Assembly's Project Steering Committee.

On behalf of the Standing Committee of the Nghe An Provincial People's Council, comrade Nguyen Nam Dinh gave his comments, emphasizing: The project needs to be linked to a specific time period for the 2021-2026 term, quantified so that specific goals are easier to implement, and performance results can be evaluated more effectively. Regarding solutions, it is necessary to strengthen the development of software used nationwide to synchronize data; it is necessary to clarify the leadership role and responsibility for supervision and guidance of the National Assembly Standing Committee for the activities of the People's Councils at the district and commune levels; and the connection between the agencies of the National Assembly, the agencies under the National Assembly Standing Committee and the People's Councils at the district and commune levels.

For part 2.1.6, on "The current status of reporting to the National Assembly on the results of supervision and review of the activities of People's Councils at all levels", the Vice Chairman of the Provincial People's Council proposed to add an assessment of the results of implementing this content in the past time. Part 2.1.7, on "Causes", it is recommended to clearly state "Objective causes" and "Subjective causes", on that basis, clarify the responsibilities of each agency and unit to have appropriate solutions to overcome these shortcomings and limitations.

Regarding the draft Resolution of the National Assembly Standing Committee, the Standing Committee of the Nghe An Provincial People's Council proposed to supplement the guidance on professional expertise, such as: when receiving a problem, the People's Councils at all levels ask for opinions, the National Assembly Standing Committee will respond and send documents to 63 provinces and cities for reference; The guidance must be consistent and synchronized with the Government's documents, especially the promulgation of legal documents under its authority.

Regarding the Report summarizing the supervision and guidance of the National Assembly Standing Committee on the organization and operation of the People's Council for the 2016 - 2021 term, on the leadership and direction of the National Assembly Standing Committee on the activities of the Provincial People's Council, the Standing Vice Chairman of the Provincial People's Council requested to evaluate and clarify the results achieved in the past time for the Provincial People's Council, existing limitations and causes; supplement more specific leadership solutions of the National Assembly Standing Committee for the People's Councils at all levels in the coming time, such as: organizing the implementation of mechanisms, policies and laws of the State; supervising the implementation of policies and law enforcement; supervising the reception, implementation and settlement of conclusions and recommendations from the supervision of the National Assembly, the National Assembly Standing Committee, and the National Assembly Committees at the local level; practical issues synthesized and proposed by the Provincial People's Council to the Central Government, etc.

In addition to comments on the draft Project, the Standing Vice Chairman of the People's Council of Nghe An province also shared practical experiences of the Provincial People's Council in implementing innovation and improving the quality of operations; difficulties and proposed specific solutions for unified implementation nationwide.

Comrade Nguyen Thi Thanh, on behalf of the Steering Committee of the Project, discussed, acknowledged and accepted the comments of the Standing Committee of the People's Council of Nghe An province and the Standing Committees of the People's Councils of the Central provinces to revise, supplement and complete the Project "Strengthening the direction and responsibility of supervision and guidance of the National Assembly Standing Committee for the activities of People's Councils at all levels, strengthening the connection between the agencies of the National Assembly, agencies under the National Assembly Standing Committee and People's Councils at all levels"./.
