(Baonghean.vn) - On the morning of December 24, in Que Phong district, the Standing Committee of the Provincial People's Council held a conference to exchange experiences in the activities of the Standing Committee of the People's Councils of 10 districts and towns in cluster 2 (2nd time), proposing innovative solutions to improve the quality of activities of People's Councils at all levels in the coming time.

Comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Chu Duc Thai - Standing Member of the Provincial People's Council, Head of the Provincial People's Council's Culture and Social Affairs Committee; Truong Minh Cuong - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee, Chairman of the Que Phong District People's Council co-chaired the conference.

Attending the conference were comrade Kha Van Tam - Member of the Provincial Party Executive Committee, Chairman of the Provincial Labor Federation; Standing members of the People's Councils of districts and towns: Que Phong, Dien Chau, Yen Thanh, Quynh Luu, Nghia Dan, Quy Hop, Quy Chau, Tan Ky, Hoang Mai town and Thai Hoa.

Much experience in the activities of the District People's Council

The report presented at the conference and the opinions participating in the discussion all affirmed that the innovation of the activities of the Provincial People's Council in recent times in all stages, from organizing meetings, surveys, supervision, organizing explanation sessions, meeting voters, urging the settlement of recommendations and reflections of voters and people of the Provincial People's Council has had a widespread impact, improving the quality of the District People's Council, contributing to promoting socio-economic development in each locality.

To continue improving the quality of People's Council activities at all levels, many experiences in People's Council activities were also shared by the Provincial and District People's Councils.

These are issues related to the supervisory activities of the People's Council and its committees; the activities of explaining, questioning, and answering questions of People's Council delegates; and issues that voters are interested in but have not been resolved.

Some delegates shared their experiences in implementing the decision-making function through organizing regular meetings and thematic meetings; the representative function of People's Councils at all levels through activities of receiving people, meeting voters, receiving petitions and feedback from voters and people to make recommendations to all levels to promptly resolve difficulties and concerns, promote development in each locality and the overall development of the province.

In addition to sharing operational experiences, the Standing Committees of the People's Councils of districts and towns also proposed and recommended to the Standing Committee of the Provincial People's Council a number of issues to continue improving the quality and effectiveness of the activities of elected bodies and elected representatives.

Most importantly, the Standing Committee of the Provincial People's Council needs to make recommendations to the Central Ministries, branches and the Provincial People's Committee to remove and resolve the concerns and difficulties that have been reflected by voters and people for many periods related to the re-planning of 3 types of forests, creating conditions for people in mountainous areas to have land for production; resolve the backlog from the Hua Na hydropower project; remove difficulties and speed up the progress of the Mong village irrigation project...

In addition, the Provincial People's Council needs to study and create conditions for the District People's Council to issue a number of policy mechanisms to remove difficulties or promote local development, such as the new rural construction policy; create an environment for the District People's Council to increase communication, exchange, learn experiences as well as train and improve operational skills for People's Council delegates...

Continue to promote innovation in the activities of the People's Council

Concluding the conference, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council informed about some socio-economic situations in 2022 of the province as well as key tasks in 2023, noting that the Standing Committee of the District People's Council should develop a work plan for 2023 that needs to be included for implementation.

To continue improving the quality, role and position of elected bodies and elected representatives, the Standing Vice Chairman of the Provincial People's Council requested the Standing Committee of the District People's Council to strengthen survey and information collection activities, based on the "input" source to organize quality activities, such as surveying information to know what resolutions need to be issued; requesting which departments and branches to explain and answer questions.

Pay attention to innovation and improve the quality of voter contact by locality and field; organize regular and thematic meetings, paying attention to the time of holding regular meetings and including in the program of the regular year-end meeting the content of taking a vote of confidence for positions elected by the People's Council.

In the supervision activities, the Standing Committee of the People's Council at all levels should pay attention to reasonable coordination and information sharing, avoiding overlapping supervision activities of the Party, the State (auditing, inspection), the Vietnam Fatherland Front Committee and mass organizations; especially avoiding causing trouble for the supervised agencies and units.

Focus on following up and urging the implementation of conclusions and recommendations after supervision; it is possible to re-supervise the supervision contents, including the explanation activities of the Standing Committee of the People's Council.

2023 is the mid-term year, so monitoring activities need to focus on the implementation of resolutions and decisions issued by the People's Council since the beginning of the term.

Comrade Nguyen Nam Dinh also requested the Standing Committee of the District People's Council to pay attention to completing personnel in places where there are vacancies in the People's Council's offices, ensuring human resources to serve the operation of the People's Council.

District People's Councils need to strengthen coordination with agencies at the same and higher levels for the common development of the locality.
