Attending the conference were comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the Vinh City People's Council; Standing Committee of the Vinh City People's Council, Cua Lo town and districts: Con Cuong, Nghi Loc, Hung Nguyen, Nam Dan, Thanh Chuong, Do Luong, Anh Son, Tuong Duong, Ky Son.
At the conference, the opinions exchanged and discussed affirmed that supervisory activities are important functions and authorities with high legality of people's councils at all levels according to the Law on Supervisory Activities of the National Assembly and People's Councils.
Supervision activities are carried out at four levels: supervision by the People's Council, supervision by the People's Council Standing Committee, supervision by the People's Council committees and supervision by the People's Council delegates.

Regarding the scope of the conference to exchange experiences and solutions to improve the quality of thematic supervision of People's Councils at all levels; delegates focused on discussing, sharing experiences and emphasizing the important factor of determining the content of thematic supervision of People's Councils with the right focus and key points, in accordance with the practical requirements of implementing local political tasks at each time or issues that voters and people propose and reflect on that are universal in many localities and areas but have not been resolved for many periods.
Besides choosing the content, many opinions also believe that building a quality outline is also an important step, affirming the expertise of the monitoring organization and creating favorable conditions for the monitoring subjects to prepare the right focus of the monitoring content.

Some opinions shared experiences on the methods and forms of implementing supervision, which need to focus on linking survey activities to each subject affected by the contents and issues being monitored, in order to ensure a comprehensive and basic grasp of the monitoring content; and to have a multi-dimensional and sharp perspective and assessment to make specific conclusions and recommendations. The more detailed and specific the supervision conclusions and recommendations are, the more the agencies and units under supervision have a basis for resolution and correction.
Along with the above contents, many opinions are also interested in discussing the determination of the members participating in the monitoring team; monitoring methods; linking monitoring with instructions and reminders to state management agencies at all levels and monitoring subjects to properly implement legal regulations during the implementation and deployment process.

From practical activities, some opinions also recommended the need to strengthen the relationship and coordination mechanism between the National Assembly, the Standing Committee of the Provincial People's Council and the Standing Committee of the District People's Council; between the People's Council and the Party Committees, authorities, and auditors with the same functions of inspection, supervision, and monitoring to avoid duplication of content and increase the use of inspection, supervision, and monitoring results among levels and sectors, for the ultimate goal of strengthening State management and promoting common development.
An issue was also emphasized regarding the drafting of a resolution, clarifying solutions so that levels, sectors, organizations and individuals being supervised have a basis for effective implementation after supervision.

In the first 6 months of the year, the Provincial People's Council has conducted 2 thematic supervisions on suspended projects, projects behind schedule and projects using land for the wrong purposes in the province and training and human resource development in Nghe An province from 2015 - 2020. At the district level, each unit conducted 1-3 thematic supervisions.
Attention to re-monitoring
Concluding the conference, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council highly appreciated the opinions exchanged and discussed at the conference, which were both legal and practical in terms of experience in supervision activities as well as difficulties, obstacles, proposals and recommendations to continue improving the quality, effectiveness and efficiency of supervision topics.
To continue improving the quality of supervision, the Standing Vice Chairman of the Provincial People's Council also emphasized some issues that need attention related to determining the content and topics of supervision. Attention should be paid to innovating supervision methods; determining the composition of supervision participants, including inviting experts.

The monitoring results report must ensure objectivity and specificity; clarify the existence, limitations, and causes, with data and documents to prove it; in particular, the recommendations must be specific and have a deadline for implementation and correction so that agencies and units have a basis for implementation.
After supervision, it is necessary to regularly monitor the implementation of recommendations and solutions; on that basis, re-supervise issues that are slow to be implemented and resolved; and at the same time, impose sanctions on units that are slow to implement through exercising the authority to vote for confidence in positions elected by the People's Council twice per term.
