On the morning of August 24, the Standing Committee of Nghe An Provincial Party Committee issued an Official Dispatch on focusing on emergency response to storm No. 5.

On August 23, 2025, the Prime Minister issued Official Dispatch No. 143/CD-TTg on focusing on emergency response to storm No. 5 in 2025; on August 23, 2025, the Central Party Secretariat issued Official Dispatch No. 70-CV/TW on response to storm No. 5 (Kajiki).

To proactively respond to storms and heavy rains, the risk of flash floods, landslides, inundation, ensuring the safety of people's lives and property and the State's property, the Standing Committee of the Provincial Party Committee requests: the Party Secretary, Chairman of the Provincial People's Committee; the Party Secretaries of communes and wards directly lead the serious implementation of the directions of the Secretariat and the Prime Minister's telegrams stated in the above documents, focusing on implementing the following tasks:

Direct, guide, inspect, urge and mobilize forces (army, police, youth...) to support people in strengthening houses, trimming trees, reinforcing and protecting headquarters, warehouses, production, business and service establishments, public works (especially educational and medical establishments), infrastructure works (paying special attention to dikes, dams, high towers such as television, radio, telecommunications, power grids, advertising signs,...); deploy measures to protect production, especially agricultural production; support people in harvesting agricultural products, especially crops, aquaculture and seafood that are about to be harvested with the motto "green house is better than old field" to limit damage caused by storms and floods.

Urgently review plans, proactively arrange forces and means to be ready to organize and implement evacuation support work, relocate people in unsafe areas, especially in weak houses, low-lying residential areas, places at risk of coastal and riverside landslides, places affected by big waves, flooding due to rising sea levels, heavy rains, and risks of flash floods and landslides. Resolutely do not let people stay on boats, rafts, and watchtowers for aquaculture and seafood farming when the storm directly affects them (if necessary, take coercive measures to ensure people's safety).

Proactively arrange forces, materials and means in key areas to be ready to deploy response, rescue and relief work when situations arise; stockpile food, provisions and necessities in residential areas to avoid isolation when floods and landslides occur, and limit food shortages when storms and floods cause prolonged isolation.

Seriously implement Official Dispatch No. 25/CD-UBND dated August 23, 2025 of the Provincial People's Committee Chairman on proactively responding to storm No. 5 and floods caused by storm circulation.
