This morning (April 12), the National Assembly Standing Committee gave its opinion on the Government's Report on practicing thrift and combating waste (THTK,CLP) in 2017, presented by Minister of Finance Dinh Tien Dung, authorized by the Prime Minister, at the 23rd Session.

Minister of Finance Dinh Tien Dung said that all levels, sectors, local authorities and people nationwide have actively deployed and synchronously implemented many solutions to strengthen the implementation of the Law on Taxation and the Law on Credit Institutions in all fields according to regulations, contributing to the successful implementation of the socio-economic development goals for 2017 set by the National Assembly.

However, there are still many existing problems and limitations in the fields that have been slowly overcome, causing a significant waste of the country's resources and in production and people's lives.

As the first speaker, Chairwoman of the Judiciary Committee Le Thi Nga suggested that the Report should follow the structure and scope of the Law on THTK and CLP to focus on major contents.

The appendix of the audit report of the Finance and Budget Committee shows that up to 16/34 ministries and central agencies, 17/63 provinces and cities; 16/23 corporations and groups with 100% state capital did not send the Program to the Ministry of Finance and many agencies and units did not send reports on the results of the THTK and CLP.

From the above situation, Ms. Le Thi Nga raised the question, with such a large number of units that have not yet reported, does the assessment in the Government's Report reflect the true nature and is the assessment accurate?

Claiming that "the report has not yet seen any praise or criticism, or recommendations for handling the responsibility of any ministries or localities", Chairman of the Foreign Affairs Committee Nguyen Van Giau requested clarification on whether the provisions of the law have been put into practice, how effective they are, or whether there are problems with the implementation, so that there can be "effective remedies".

Also citing the number of ministries, provinces/cities, corporations and general companies that have not yet submitted a Program on waste prevention, Mr. Nguyen Van Giau suggested that this issue should be seriously reviewed.

“From the awareness of the new regulations, there is a basis for implementation, while more than half of the units do not have such a program, this is not good. The National Assembly Standing Committee should give opinions on this issue so that the Government can pay attention, direct and have a way to handle it,” said Mr. Nguyen Van Giau.

Regarding some places sending data from 2016, Head of the People's Petition Committee Nguyen Thanh Hai said that this showed a lack of seriousness, leading to the Government's report not having complete data and not showing the results of the work of THTKP and CLP.

Receiving the opinions of the delegates, Minister of Finance Dinh Tien Dung said that today he will report to the Prime Minister about the units that do not have a Program to request a review of the responsibility of the head to ensure discipline and order.

Concluding the discussion session, Vice Chairman of the National Assembly Phung Quoc Hien emphasized that the National Assembly Standing Committee basically agreed with many contents in the reports of the Government and the auditing agency; requested the Government and the Finance and Budget Committee to adjust the data to be closer and more accurate than in 2017, and complete the reports fully.

“The National Assembly Standing Committee criticized ministries, localities, corporations and general companies for not reporting and showing lack of seriousness. This is also the content of the National Assembly's supervision of the implementation of the Law on THTK and CLP,” the Vice Chairman of the National Assembly frankly said.

The Standing Committee of the National Assembly believes that although the situation of THTK and CLP is still limited, this work in 2017 has made much progress compared to 2016; the implementation of Party resolutions and National Assembly resolutions has been carried out more seriously, with many efforts in budget management, equipment procurement, resource exploitation, etc. Inspection, examination and auditing work has been strengthened and many violations have been discovered for correction.

However, according to Mr. Phung Quoc Hien, the management of public assets, public finance, and resources is not really serious. Waste and loss in the management and use of public assets, public finance, and resources are still ineffective, and waste occurs at different angles. Awareness of some sectors is not high, and handling of some cases is not timely and serious.
