Actively collect budget in the 'sprint' phase
(Baonghean) - All levels and sectors, with the core being the Tax sector, have made great efforts in the first 9 months of the year to collect budget revenue. However, due to many reasons, budget collection progress is still worrying as some items are still short of the plan.
Many localities have achieved good revenue.
According to the Tax Department, in the first 9 months of 2017, domestic revenue in Nghe An province reached 7,423 billion VND, equal to 77% of the central budget estimate, 70% of the provincial People's Council budget estimate and 108% compared to the same period. Domestic revenue from land use fees reached 5,969 billion VND, equal to 69% of the budget estimate and 105% compared to the same period in 2016.
Although the budget revenue is close to the plan, there are many shortfalls, especially registration fees. The plan to collect registration fees this year is about 730 billion VND, but currently only 444 billion VND has been collected, and by the end of the year, there is a possibility of a shortfall of about 140 billion VND.

Cua Lo town is happy to welcome the largest number of tourists ever this year. The service for the tourist season is very good, combined with favorable weather, so production and business activities have developed.
Mr. Vo Dinh Thai - Head of Cua Lo Town Tax Department said: Up to now, fortunately, Cua Lo has completed the budget revenue target for 2017 early, 9 months collected 315 billion VND, of which land price is 96 billion VND of Vinpearl project. However, the storm and flood in Cua Lo affected production and business, especially in Nghi Hai and Nghi Hoa wards, the authorities are currently gathering information to find solutions to remove difficulties for businesses.
Although many localities have not yet completed their budget collection plans, they have also achieved positive results. Typically, Vinh city is the locality with the largest budget revenue in the province. It is estimated that the total budget revenue for the first 9 months is about VND 1,626.5 billion, reaching 69% of the plan, up 2% over the same period, of which regular revenue is VND 1,019.85 billion, reaching 75% of the plan, up 4% over the same period. Revenue from granting land use rights is estimated at VND 629.2 billion, reaching 60% of the plan.
Mr. Phan Van Viet - Head of Vinh City Tax Department said: Right from the beginning of the year, the Department has implemented a series of solutions to ensure budget collection in 2017. Issued and implemented well the Directive on strengthening the management of state budget collection in 2017; Deployed the program against state budget loss; coordinated with Vinh City to establish a Steering Committee, 4 interdisciplinary teams to combat budget loss and collect tax arrears; focused on urging tax arrears collection, inspection (for enterprises, business households, project owners and mineral exploitation rights fees).
However, the city's budget revenue is still facing difficulties: Shortage of land use fees, slow progress in land exploitation, sharp decrease in non-state industrial and commercial tax declaration, the city still has 320 billion VND in uncollected land fees.
Hoang Mai Town's estimated budget revenue in the first 9 months of the year reached 128,893 million VND, equal to 79.58% of the estimate assigned by the province and the Town People's Council, up 39.16% over the same period. Revenues excluding land use fees were estimated at 61,288 million VND, equal to 70.48% of the estimate assigned by the province and the Town People's Council. Meanwhile, Nghi Loc Tax Department's budget revenue in the first 9 months of the year reached 171,992 billion VND, equal to 83.6% of the estimate. Nam Dan's total budget revenue in the area is estimated at 99,545 million VND, reaching 65% of the estimate assigned by the district, up 4% over the same period last year.
Resolutely implement budget collection solutions
Mr. Trinh Thanh Hai - Acting Director of Nghe An Tax Department said: In the first 9 months of 2017, Nghe An Tax Department has well implemented all necessary tasks to achieve the highest results in budget collection. Resolutely implementing debt management and tax debt enforcement, including issuing official dispatches to Chairmen, Secretaries and Tax Departments of districts, cities and towns requesting coordination in tax debt collection.
In the first 8 months of the year, the Tax Department inspected 77 units, reaching 64% of the assigned plan, with the amount of tax collected, refunded, and fined being 84.4 billion VND.

The whole Department conducted inspections at 1,009 enterprises, reaching 62% of the plan, with the amount of tax collected, refunded, and fined at 35.8 billion VND. The Tax Department also directed the Tax Branches to expand the pilot implementation of tax collection authorization under the lump-sum method across the province according to the guidance of the General Department of Taxation....
The remaining tasks in the fourth quarter of 2017 are quite heavy. Nghe An Tax Department focuses on advising the Provincial People's Committee to issue official dispatches directing relevant departments, branches, and sectors, People's Committees of districts, cities, and towns to coordinate with Tax agencies in increasing State budget collection in the last months of 2017.
Establish working groups to work with branches and units with large budget contributions in each locality to grasp and remove difficulties for businesses. The industry launched a sprint emulation campaign, urged timely collection of revenues to the State budget, and strived to exceed the collection target.

The entire Tax sector is strengthening inspection work, ensuring that 100% of active taxpayers must declare taxes. Based on the results of budget payment in 2016, the production and business situation in the first 9 months of each enterprise to review, determine revenue sources, and plan revenue and expenditure for the last 3 months of 2017 for items such as: Environmental protection tax, personal income tax, fees, charges, mineral exploitation rights fees, etc.
Strengthen inspection and examination of specialized topics for enterprises with large revenues and potential risks of tax evasion.
