(Baonghean) - Although the 17th Provincial People's Council has just started operating in the first phase of the 2016 - 2021 term, there have been many innovations in all aspects, demonstrating the capacity and responsibility of the delegates before voters, enhancing the position of the delegates and elected bodies, contributing to creating an important driving force in the cause of building and developing the province.

Close to the breath of life

The Standing Committee and the committees of the Provincial People's Council have clearly defined their responsibilities in reviewing reports, submissions and resolutions submitted by the Provincial People's Committee and the sectors before each session. In addition to pointing out the right and wrong, and inadequacies in the data and policy provisions, the Standing Committee and the committees of the Provincial People's Council have also analyzed and compared them with reality to make appropriate requests for additions and adjustments to the draft resolution.

For example, when examining the draft Resolution on the list of land acquisition projects; based on the list of land acquisition for works and projects in 7 groups submitted by the Provincial People's Committee, the Economic - Budget Committee of the Provincial People's Council only agreed with 4 priority groups, the works and projects in the remaining groups, when necessary, will be decided by the Standing Committee of the Provincial People's Council between 2 sessions. This is an action that demonstrates the determination of the Provincial People's Council, reducing the situation of "hanging" projects.

Or for issues where there are still different opinions between the agency drafting the draft resolution and the reviewing agency, the Standing Committee of the People's Council organizes a meeting with the Provincial People's Committee and related sectors to continue discussing, going to the bottom of the issues to find unity and consensus, avoiding wasting time discussing and debating at the session. There are even 3 draft resolutions that were not well prepared in terms of content or did not have a complete process, but the Standing Committee of the Provincial People's Council resolutely stopped.

In 2016, the Provincial People's Council issued a total of 47 resolutions, promptly institutionalizing and specifying the guidelines, policies and strategies of the Central Government and the Provincial Party Committee in socio-economic development and ensuring national defense and security.

For example, the Resolution regulating the level of support for implementing the policy of encouraging the construction of large fields according to Decision No. 62/2013/QD-TTg dated October 25, 2013 of the Prime Minister in Nghe An province was issued at the 3rd session recently. The Provincial People's Council clearly demonstrated its responsibility, in addition to creating a breakthrough development for agricultural production, improving the living standards of farmers, and supporting businesses operating in the agricultural sector.

In the Resolution on a number of policies to support investment in building social housing in the province, in addition to attracting and directly supporting businesses investing in the housing sector, there is also an indirect impact on all businesses through creating opportunities for low-income workers and laborers to have stable housing.

At the recent meeting, the Provincial People's Council's approval of the Resolution to establish the Nghe An Provincial Department of Tourism is of great significance, affirming a direction and determination of the province in promoting the development of the province's inherent potential and strengths in tourism, creating a driving force to boost the province's economy.

The Provincial People's Council also focuses on innovating and improving the quality of its sessions by selecting questions that are close to the shortcomings, problems, or conflicting opinions in practice; conducting supervision, surveys, and contacting voters; assigning delegates to participate in monthly citizen receptions in districts, cities, and towns. With the spirit of staying close to the grassroots, the Provincial People's Council not only promptly grasps the thoughts, aspirations, and concerns of the people, but also supervises the capacity, responsibility of cadres, and the effectiveness of the government apparatus.

Enhance the role and responsibility of delegates

In addition to the positive and outstanding movements, the activities of the Provincial People's Council are still raising many issues, requiring the Standing Committee, committees, groups and each People's Council delegate to continue to strive to improve the quality of activities, and fulfill the role of an elected body. "One of the important functions and activities of the Provincial People's Council is to decide on important issues of the province.

Therefore, to improve the quality of the Provincial People's Council's activities, it is necessary to first improve its decision-making capacity and enhance the "vitality" of its resolutions. For example, regarding agricultural policies, the Provincial People's Council needs to innovate its thinking, create mechanisms and policies based on the investment perspective for development, replacing subsidized, trickle-down, and diffuse policies that are ineffective" - ​​delegate Pham Van Hoa (Tan Ky) expressed his opinion.

Delegate Tran Van Huong (Nam Dan) said that the Provincial People's Council needs to strengthen its closeness to the grassroots, be close to the people, listen to voters' opinions, and overcome the situation where many issues that voters have repeatedly raised concerns about are slowly resolved, reducing people's trust in elected bodies.

The Standing Committee, committees, groups and delegates of the Provincial People's Council, including the staff of consultants, must continue to innovate and enhance their roles and responsibilities in the spirit of closely following the issued programs and regulations.

On the other hand, the Provincial People's Council will pay attention to monitoring the responsibilities and activities of each delegate, including full-time and part-time delegates; strengthening the coordination between the Standing Committee of the Provincial People's Council with the People's Committee, the Provincial Fatherland Front Committee and relevant agencies in performing tasks according to the functions of the People's Council.
