Continue to strictly control all types of vehicles entering and leaving Vinh city.
(Baonghean.vn) - After the Department of Transport issued detailed instructions for 4 groups of vehicles allowed to enter and exit Vinh City during the period of social distancing, the authorities have increased control, contributing to limiting the passage of non-eligible vehicles.
At the Gia market bridge checkpoint, the border section between Hung Dong commune (Vinh city) and Hung Tay commune (Hung Nguyen), located on National Highway 46B, afterVinh City is locked down., many vehicles still regularly pass through here, mainly trucks carrying construction materials and vehicles picking up and dropping off workers.
Although in the early days of setting up the checkpoint, many vehicles were not allowed to operate under the regulations.Directive No.16still regularly gather at the checkpoint, causing certain chaos.
However, since the announcement of the Provincial People's Committee on strict implementation of Directive 16, especially Instruction No. 2156/SGTVT-VT dated June 28 of the Nghe An Department of Transport on guiding the control of procedures for some groups of vehicles allowed to pass through the checkpoints to enter and exit Vinh City, the number of vehicles passing through here has decreased significantly, especially those vehicles that are not subject to the regulation.

Currently, the traffic here is mainly concentrated in the morning and afternoon, when workers get off work. In particular, if workers do not stay at the company, there are still cars to pick them up and drop them off.

According to Senior Lieutenant Pham Minh Hanh, there are still some cases of people riding motorbikes from outside to the checkpoint to ask to enter the city, even though they are not the right subjects, and do not have valid Covid-19 test results, but still deliberately cause difficulties for the authorities. However, the forces on duty at the checkpoint still firmly forced them to turn back, not allowing them to enter the city.

At the checkpoint on National Highway 46B in Nghi An Commune, vehicles passing through are also strictly checked. In addition to having to be the right person and have all required documents to be allowed to pass, people who are present at the checkpoint to deliver or receive goods are also required by the task force here to declare their health status so that they can be traced promptly in case of emergency.

In addition to 13 main checkpoints set up by the City People's Committee on major roads, small checkpoints arranged by wards and communes also strictly control people and vehicles passing through.
At the checkpoint on the road connecting Nghi An commune (Vinh city) with Nghi Trung commune (Nghi Loc), operated by forces from Kim Phuc and Kim Chi hamlets of Nghi An commune, in recent days, some people who could not pass through the main checkpoint have tried to sneak into the separate checkpoint to enter and exit the city. However, understanding the direction of the City People's Committee and the Department of Transport, the forces here are determined to prevent those who are not eligible from passing through.

Mr. Le Duc Thang - Head of Kim Chi Hamlet, who was on duty here, said: A few days ago, there was a case in Le Loi Ward, because he could not pass through the main checkpoint, he went to the separate checkpoint to go to Nghi Loc District. Even though we explained that he was not allowed to pass, he still did not comply, stopped and cursed. Only when we called the police did he turn around and run away.
4 groups of vehicles are allowed to pass through the checkpoint:
- Group 1 includes: Vehicles transporting workers and experts working at factories and industrial parks. The vehicle must have a sign that reads “VEHICLE TRANSPORTING STAFF (SPECIALISTS), WORKERS OF THE COMPANY… WORKING AT THE FACTORY…”.
- Group 2 is vehicles transporting people to quarantine. For this vehicle, the officer in charge of transporting people to quarantine must get out of the vehicle and notify the officer on duty before allowing the vehicle to pass through the checkpoint.
- Group 3 is vehicles carrying essential goods (food, medicine, pharmaceuticals, postal services, etc.); Vehicles carrying materials, machinery and equipment for factories, transporting materials and equipment for construction projects and works.
- Group 4 is vehicles transporting cadres and workers of enterprises serving the construction and supervision of construction projects (transport, construction, electricity, agriculture) from Vinh City to districts and towns. The vehicle must have a sign “VEHICLE TRANSPORTING WORKERS, STAFF OF THE COMPANY… WORKING AT CONSTRUCTION SITE…”. The driver must present a list of cadres and workers transported on the vehicle signed and stamped by the head of the company.
