Continue to institutionalize the contents of the Party's Resolutions

The National Assembly Chairman stated that since the beginning of 2022, the National Assembly has successfully organized the 3rd Session and the 1st Extraordinary Session; closely coordinated with the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies to carefully and thoroughly prepare "early and from afar" for the 4th Session.

The National Assembly Standing Committee held 03 regular sessions, 02 thematic sessions and the 2nd Conference of National Assembly Deputies on law-making. At the same time, it successfully organized the Vietnam Socio-Economic Forum 2022 with the theme: "Consolidating the macroeconomic foundation, promoting recovery and sustainable development"; directed the National Assembly agencies and agencies under the National Assembly Standing Committee to edit, develop and send to the National Assembly deputies many monitoring reports, thematic reports, documents, and in-depth research magazines to practically serve the 4th Session. The National Assembly Chairman stated that, as usual, the year-end session always has a very large workload.

Focus on quality, minimize time

At the preparatory session, with the spirit of “taking the quality of the session as the main focus and striving to minimize time”, the National Assembly deputies highly agreed to approve the content, time, program and method of conducting the session. Accordingly, it is expected that within 21 working days, the National Assembly will review, comment and decide on important contents.

The National Assembly will review the Government's reports and the verification reports of the National Assembly's agencies on the implementation of the 2022 socio-economic development plan, the projected socio-economic development plan for 2023; the results of the state budget implementation in 2022, the state budget estimate and the central budget allocation plan for 2023; the situation and results of the implementation of the 2022 public investment plan, and the projected public investment plan for 2023.

At this session, the National Assembly will consider and approve 07 draft laws and 03 draft resolutions containing legal norms, including: Law on Implementing Democracy at the Grassroots Level; Law on Medical Examination and Treatment (amended); Law on Prevention and Control of Domestic Violence (amended); Law on Inspection (amended); Law on Petroleum (amended); Law on Prevention and Control of Money Laundering (amended); Law on Amending and Supplementing a Number of Articles of the Law on Radio Frequencies; Resolution promulgating the Rules of the National Assembly Session (amended); Resolution on piloting a number of specific mechanisms and policies for the development of Buon Ma Thuot City, Dak Lak Province; Resolution on piloting the granting of the right to select and use car license plates through auction. The National Assembly also discussed and commented on 07 other draft laws, including: Law on Land (amended); Law on Bidding (amended); Law on Cooperatives (amended); Law on Protection of Consumer Rights (amended); Law on Prices (amended); Law on Electronic Transactions (amended) and Law on Civil Defense.

The National Assembly will listen to the Central Committee of the Vietnam Fatherland Front report summarizing opinions and recommendations of voters and people sent to the 4th Session; the report of the National Assembly Standing Committee on the results of supervising the settlement of voters' recommendations sent to the 3rd Session; and conduct questions and answers.

The National Assembly also reviewed work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; reports of the Government on corruption prevention and control, crime and law violation prevention and control, and execution of judgments in 2022. At this session, the National Assembly will conduct thematic supervision on "Implementation of policies and laws on practicing thrift and combating waste in the 2016-2021 period".

Decide on many important policy and personnel issues

Regarding decisions on other important issues of the country, at this Session, the National Assembly will consider and decide to dismiss and elect the State Auditor General; dismiss and approve the proposal to appoint the Minister of Transport; approve the proposal to appoint the Minister of Health. The National Assembly will also review the implementation of Resolution No. 54/2017/QH14 on piloting special mechanisms and policies for the development of Ho Chi Minh City and consider the Government's proposal to extend the validity of this Resolution and a number of other important issues.

The National Assembly Chairman emphasized that continuing and promoting the good successes of the 6th Conference of the 13th Central Executive Committee with important decisions, concretizing many core contents and major issues of the Resolution of the 13th National Party Congress, this Session must clearly demonstrate and spread the spirit of the Conference of the Party Central Executive Committee associated with correct and wise decisions in both legislation, supreme supervision and decision-making on important issues of the country.
