Fake fanpages of Vietnam Social Security continue to appear to scam and appropriate people's property.

Taking advantage of this trust, some scammers have impersonated agency staff.Vietnam Social Securityto defraud and appropriate people's property when carrying out procedures related to Social Insurance, Health Insurance, etc.
Recently, the Vietnam Social Security Agency continued to receive complaints from many people about being scammed and having their money stolen by some fake Facebook Fanpages of Vietnam Social Security via social networks.
Specifically, on April 19, 2023, due to the need to merge Social Insurance books, Ms. Hua Thi B. (residing in Cao Loc district, Lang Son province) went online to search for a quick application service. Then, she went to the Facebook Fanpage named: "Answering Social Insurance Questions" to ask and was instructed by this Facebook Fanpage to contact a consultant via Zalo https://zalo.me/0886763347 named Nguyen Linh.

Through discussion, after asking Ms. B. to provide her Social Security book number and Social Security payment period, Zalo Nguyen Linh instructed Ms. B. to transfer the application fee to Vietcombank account number 1036369704, account holder name PHAM BICH QUYEN with the amount of 500,000 VND. With the desire to have the application processed quickly without having to directly do the procedures, and trusting the introduction of the consultant who is a member of the Vietnam Social Security agency, Ms. B. transferred the above amount. After the successful transfer, Zalo Nguyen Linh sent Ms. B. a document with the content "NOTICE OF CLOSING AND COMBINED BOOKS" stamped with a red seal bearing the name of Vietnam Social Security signed by Nguyen Vinh Quang, and at the same time requested Ms. B. to continue to pay an additional fee of 900,000 VND to complete the book consolidation process. As requested, Ms. B. continued to transfer this amount to the previous account provided by Zalo Nguyen Linh.
After paying the second time, Ms. B. continued to receive a document "NOTICE OF FILE TRANSFER" from Zalo Nguyen Linh with the content of the notice that the book consolidation was successful, requesting the Social Insurance of Lang Son province to receive the file and update the separate sheet and Social Insurance book for the file owner. This time, Zalo Nguyen Linh continued to request Ms. B. to transfer the fee of 2 million VND.
Suspecting that she had been scammed because she had to continuously transfer many different types of fees, Ms. B. did not transfer this amount. Zalo Nguyen Linh repeatedly urged Ms. B. to transfer money so that the case could continue to be processed. Realizing that she was being suspected, Zalo Nguyen Linh blocked Ms. B.'s Zalo.
After realizing that she had been scammed, Ms. B. contacted the Social Insurance of Cao Loc District (Lang Son) via the phone number and was advised and guided through the procedures for merging the books without any fees as prescribed. According to the instructions, Ms. B. only needed to go to the nearest Social Insurance agency to receive support and complete the remaining procedures.

Ms. B's case is not the first time. Previously, taking advantage of the trust of people and workers in the Social Insurance and Health Insurance policies, some subjects impersonated the Social Insurance agency to commit fraud and appropriate people's property. Most recently, in February 2023, Ms. Nguyen Thi V., born in 1992, residing in Thanh Ha district, Hai Duong province, was also scammed of more than 100 million VND with a similar trick. Hai Duong City Police have also received the case and are investigating.

Currently, Vietnam Social Security only provides official information on Social Insurance, Health Insurance, Unemployment Insurance policies and consulting and support services for participants through the following channels:

Vietnam Social Security recommends that employees, people of units and organizations pay attention to the above channels of information provision and consulting support of the Vietnam Social Security sector; should not seek information on unofficial Fanpages, forums, etc., to avoid being taken advantage of and scammed by scammers. In case of suspicion of fraud, employees can immediately report to the police for handling or notify the local Social Security agency for timely advice and support./.
