Standards and conditions for appointing officials to run for higher positions
Regulation No. 80-QD/TW dated August 18, 2022 of the Central Executive Committee stipulates standards and conditions for appointing and recommending officials to run for higher positions.
Specifically, the standards and conditions for appointing and recommending candidates for higher positions include:
1- Ensure general and specific standards of the appointed position and recommend candidates according to regulations.
2- Staff introduced from local human resources must be planned for the appointed position or planned for an equivalent position or higher. For personnel from external sources, they must be planned for an equivalent position or higher. Special cases will be considered and decided by competent authorities.
3- Have held the current position or equivalent position for at least 2 years. Special cases will be considered and decided by the competent authority.
The appointment of officers in the armed forces is specifically regulated by the Central Military Commission and the Central Public Security Party Committee to suit practical requirements.
4- Have complete and clear personal records, resumes, asset and income declarations that have been assessed and verified by competent authorities.
5- Age: Officials of agencies in the political system who are proposed to be appointed to leadership and management positions (higher) for the first time must be old enough to work for a full term. Special cases will be considered and decided by competent authorities.
6- Have good health to complete assigned tasks.
7- Disciplined officials shall not be assigned, appointed, or recommended for candidacy to a position higher than the position when they were disciplined within the following period of time (from the date of signing the disciplinary decision):
- 12 months for disciplinary reprimand.
- 30 months for disciplinary warning.
- 60 months for disciplinary dismissal.

Term of office
The term of appointment to a position is 5 years (60 months) for leadership and management positions in agencies, units in the political system and state-owned enterprises.
The term of appointment to hold a position of less than 5 years applies to a number of specific positions according to separate regulations.
The term of office of an elected official is the same as that of the organization.
The Politburo concluded the policy of job arrangement for disciplined officials.
