Finding solutions to promote development in mountainous areas and ethnic minorities

Collaborate on multiple content
Nghe An ethnic minority region consists of 10 districts and towns, mainly concentrated in 6 mountainous districts of Ky Son, Que Phong, Tuong Duong, Quy Chau, Con Cuong, Quy Hop. This is an area with extremely difficult natural and social conditions, including the level of awareness and will to rise of the people. Therefore, the ethnic minority region has always received attention from the Party, National Assembly, Government and the province, issuing many policies to promote regional development.
According to the review of the Ethnic Committee of the Provincial People's Council and the Provincial Ethnic Committee, there are currently 118 documents and 54 policy projects of the Central Government that directly support the socio-economic development of mountainous areas in general and ethnic minorities in particular that are still in effect.

In recent times, the Provincial People's Council's Ethnic Committee and the Provincial Ethnic Committee have coordinated to advise the Provincial People's Council and Provincial People's Committee on implementation, and at the same time issued resolutions, programs and projects to specify the implementation of the Central's policies and guidelines as well as issue specific policies and guidelines of the province related to mountainous areas and ethnic minorities.
Along with that, the two committees have also coordinated to organize supervision and inspection of the implementation of policies and guidelines; at the same time, they have collected opinions and recommendations from Party committees, authorities and people in mountainous areas, ethnic minorities to convey and reflect to the provincial forums, especially at the Provincial People's Council meetings and Provincial People's Committee meetings to find solutions....

Identify key coordination content
At the meeting, delegates took the time to evaluate and analyze the effectiveness of coordination between the two committees in the past time and identified key coordination contents in 2020. Vice Chairman of the Provincial People's Council Hoang Viet Duong raised concerns that although mountainous areas and ethnic minorities have been issued many policies and investment resources by the Central and the province, many socio-economic indicators are still low.
In particular, the results of building new rural areas, the target of building schools meeting national standards is low and the poverty index is still high; transportation infrastructure, medical facilities, and schools are still difficult. This is also an area with many social issues that need attention, especially drug abuse, human trafficking, child marriage, etc.
From that reality, according to Vice Chairman of the Provincial People's Council Hoang Viet Duong, the Provincial People's Council's Ethnic Committee and the Provincial Ethnic Committee need to identify key and focused coordination contents. In particular, it is necessary to coordinate in reviewing and evaluating the effectiveness of implementing programs and projects in mountainous areas and ethnic minorities; for programs and projects that are truly effective, continue to propose, amend, and supplement solutions on resources as well as define the responsibilities of each level and each sector.
In addition, based on its functions and tasks, each committee also needs to enhance its capacity, role, responsibility and impact on the overall development of mountainous and ethnic areas as well as successfully complete its tasks.

Based on the opinions of the delegates at the meeting, the two committees agreed on a number of key coordination contents in 2020: Coordinate propaganda and institutionalization consultation to implement the documents of the Central Committee, especially Conclusion No. 65-KL/TW, dated October 30, 2019 of the Politburo on continuing to implement Resolution No. 24-Q/TW of the Party Central Committee (9th tenure) on ethnic work in the new situation; Resolution No. 88/2019/QH12 approving the Overall Project on socio-economic development of ethnic minority and mountainous areas for the period 2021 - 2030; Resolution No. 12/NQ-CP of the Government on implementing Resolution No. 88/2019/QH12.
At the same time, coordinate to strengthen supervision, inspection and examination of the implementation of effective policies and mechanisms, as well as assess the level of investment in the region, on that basis, make specific recommendations and proposals; at the same time, proactively advise and propose programs and projects to meet the requirements of economic development and social security in mountainous areas and ethnic minorities.
The two sides will also strengthen coordination in receiving, synthesizing, and urging the effective settlement of recommendations and reflections from voters and people in mountainous areas and ethnic minorities...
