Streamlining the apparatus requires 'sacrifice'

Implementing the Party and State's policy on reorganizing, innovating, and improving the effectiveness and efficiency of the political apparatus, the Ministry of Public Security has actively and proactively taken the lead in streamlining the apparatus, while ensuring the effectiveness and efficiency of operations. The police force will be closer to the people and the grassroots; overcoming overlaps and divisions, strengthening administrative reforms; creating better conditions for focusing on investment and modernization of equipment and combat vehicles.

Discussing this issue, Lieutenant General Nguyen Ngoc Anh, Director of the Department of Legislation and Judicial Administrative Reform, Ministry of Public Security, assessed that the innovation and reorganization of the Ministry of Public Security's apparatus demonstrates the positivity, proactiveness, and exemplary leadership of the Ministry of Public Security in implementing Resolution 6 of the 12th Central Committee on reorganizing, innovating, and improving the effectiveness and efficiency of the political apparatus.

Selectively inheriting the advantages of the previous organizational structure of the Ministry of Public Security, the Central Party Committee of the Public Security has proactively researched and developed Project 106 "Some issues to continue innovating and streamlining the organizational structure of the Ministry of Public Security to make it leaner and operate effectively and efficiently"; advising and proposing the Politburo to issue Resolution No. 22-NQ/TW dated March 15, 2018 on "Continuing to innovate and streamline the organizational structure of the Ministry of Public Security to make it leaner and operate effectively and efficiently".

"This is a historic Resolution to direct the People's Public Security force to innovate its organization and apparatus, which is built in a centralized, unified, and specialized manner in the direction of "a refined Ministry, a strong province, a comprehensive district, and a grassroots commune", as a basis for adjusting and arranging forces and implementing staff streamlining.

We can see Resolution No. 22 of the Politburo as a "bright torch" for the Central Public Security Party Committee, the leadership of the Ministry of Public Security and the entire People's Public Security force to implement apparatus innovation" - Lieutenant General Nguyen Ngoc Anh emphasized.

According to Lieutenant General Nguyen Ngoc Anh, Resolution 22 indicates that the Public Security apparatus has basically ensured its functions and tasks in the past, but in the face of the new situation and the Party's requirements for streamlining the apparatus, the Resolution has set out goals, requirements, directions and very specific roadmaps and steps to ensure that the People's Public Security apparatus is both streamlined and effective. The Central Public Security Party Committee and the leadership of the Ministry of Public Security have had many policies and measures to organize implementation, ensuring very good results in practice.

On August 6, 2018, the Prime Minister signed and issued Decree No. 01-ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Public Security. According to this Decree, the functions, tasks and powers of the Ministry of Public Security remain essentially unchanged. The organizational structure of the Ministry of Public Security is built in a centralized, unified and specialized manner in the direction of "a refined Ministry, a strong province, a comprehensive district, and a grassroots commune".

Lieutenant General Nguyen Ngoc Anh said that the issuance and publication of Decree 01 is an "important step forward" in the leadership and direction of streamlining the apparatus. In addition, it can be seen that Project 106, Resolution 22 of the Politburo and Decree 01 of the Government have received great attention from the people, who fully support the direction of streamlining the apparatus.

In an effort to innovate and reorganize the apparatus, the Ministry of Public Security has officially announced a plan to cut 6 general departments, nearly 60 department-level units and nearly 300 department-level units. At the local level, 20 local Fire Prevention and Fighting Police, after a period of establishment, have now been merged into the Provincial and City Police, and the organization of the Provincial and District Police has been streamlined; more than 500 department-level units and nearly 1,000 team-level units have been reduced.

Department-level units will be rearranged according to the principle that units with similar functions and tasks, units with unclear tasks and work objects or with closely related functions and tasks that require coordination during operation will be merged and consolidated, ensuring that one agency or unit can perform many tasks and one task will only be assigned to one agency or unit in charge of taking primary responsibility. Also at department-level units, the number of department-level units will be reduced. The police force at commune and town levels will be built in an elite and standardized direction. If the Ministry of Public Security and localities are included, about 800 department-level units will be cut.

Lieutenant General Nguyen Ngoc Anh said that this is considered "an organizational revolution", not only the political determination of the Central Public Security Party Committee and the leadership of the Ministry of Public Security, but also the determination of the entire political system.

"Of course, we must determine that streamlining the apparatus like this requires "sacrifice". There are departments merging from many departments, merging many focal points, there are only more than 50 focal points at the department level compared to the previous more than 100 focal points at the department level, while the tasks are getting heavier" - Lieutenant General Nguyen Ngoc Anh said, at the same time emphasizing that there is a very important requirement, streamlining the apparatus but must ensure the effectiveness of the functions and tasks of the Ministry of Public Security is increasing, political security, social order and safety are maintained. The organization of the apparatus is streamlined but must ensure the requirement that the People's Public Security is the core in preventing crime, ensuring national security.

In addition, one of the notable innovations is to build regular commune and town police; in the immediate future, regular commune police will be arranged in key areas with complicated security and order issues, and will be implemented uniformly nationwide after completing relevant legal documents.

According to Lieutenant General Nguyen Ngoc Anh, this is a correct policy, suitable for the current practical situation, ensuring that the People's Public Security force is closer to the people, protects the people better, and at the same time allows the people to protect, help, shelter, and love the Public Security force.

"This is a policy that requires the entire political system to participate, especially calculating not to increase any staff during the process of organizing and implementing the transfer of regular police to work as communal police, while also solving many problems. The number of police officers must be calculated appropriately because in the past, the people were very grateful to the communal police force, they were close to the people, "breathed with the people", and were often concerned about security and order in the local area. Now that we have arranged regular police to the grassroots level, how can we have a good relationship with the local government, party committee, departments and branches, especially combining the security force at the grassroots level with the regular police? I think this is an important issue that needs to be calculated very carefully" - Lieutenant General Nguyen Ngoc Anh shared./.
