Organization and activities of the Ministry of National Defense of the Socialist Republic of Vietnam
The current organization includes: Office of the Ministry of National Defense, General Staff, General Department of Politics, General Department of Logistics, General Department of Engineering, General Department of Defense Industry, General Department of Defense Intelligence and a number of other affiliated agencies and units.
The Ministry of National Defense of the Socialist Republic of Vietnam is under the Government of the Socialist Republic of Vietnam, headed by the Minister of National Defense, and has the function of state management of building the all-people national defense, the people's army and the militia and self-defense force; at the same time, it is the central agency directing and commanding the people's army and the militia and self-defense force to fight together with the people in the people's war situation under the leadership of the Communist Party of Vietnam to prevent and defeat all plots and acts of sabotage and invasion, firmly protecting the independence, sovereignty and territorial integrity of the Fatherland.

Names through the ages
Ministry of National Defense (August 1945 - October 1946); Ministry of National Defense - Commander-in-Chief (November 1946 - July 1947, after unifying the Ministry of National Defense with the Military Commission); Ministry of National Defense (July 1947 - October 1948, when dividing the Ministry of National Defense - Commander-in-Chief into the Ministry of National Defense and the Commander-in-Chief); Ministry of National Defense - Commander-in-Chief (October 1948 - March 1949, after merging the Ministry of National Defense and the Commander-in-Chief); Ministry of National Defense - Commander-in-Chief (March 1949 - 1975, after renaming the Commander-in-Chief of the Vietnam National Army and Militia to the Commander-in-Chief of the Vietnam National Army and Militia); Ministry of National Defense (from 1976 to present).
Principles of defense operations
1. Comply with the Constitution and laws of the Socialist Republic of Vietnam, under the leadership of the Communist Party of Vietnam and the unified management of the State.
2. Mobilizing the combined strength of the entire nation and the entire political system, in which the people's armed forces play the core role.
3. Closely combine socio-economic development with strengthening national defense; strengthening national defense with socio-economic development.
4. Building a national defense foundation, a national defense posture associated with a people's security posture.
5. Combined with security and foreign affairs activities.
Pursuant to Article 5. Principles of national defense activities, Law on National Defense, No. 39/2005/QH, dated June 14, 2005, passed by the 11th National Assembly of the Socialist Republic of Vietnam, 7th session on June 14, 2005.
Duties and powers
The Ministry of National Defense is an advisory body to the Party and the State on military and defense policies and tasks to protect the Fatherland; performs state management of the defense sector nationwide; organizes the construction, management and command of the People's Army and the Militia and Self-Defense Force; manages public services in accordance with the law. The Minister of National Defense is both the person directing the implementation of state management functions on military and defense in accordance with the law and is responsible for organizing, building, managing and being the highest commander of the People's Army and the Militia and Self-Defense Force. The Ministry of National Defense has the General Staff, the General Department of Politics, general departments and other affiliated units. The Ministry of National Defense decides on the conferment of the rank of colonel and lieutenant to officers in the Vietnam People's Army.
1. Be responsible to the Government for implementing state management of national defense nationwide; assist the Government in drafting laws, ordinances, decrees and documents guiding the implementation of laws and ordinances on national defense.
2. Preside over and coordinate with ministries, ministerial-level agencies, and government agencies to develop state plans and projects on national defense and submit them to the Government for decision; build, manage, and command the People's Army and Militia and Self-Defense Forces in performing national defense tasks.
3. Guide, inspect, examine, summarize and conclude the implementation of national defense work in ministries, ministerial-level agencies, government agencies and localities according to the provisions of this Law and other provisions of law.
