On January 28, 2016, at the Closing Session, the 12th National Congress of the Communist Party of Vietnam unanimously passed the Resolution of the Congress.

The following is the full text of the Resolution.

The 12th National Congress of the Communist Party of Vietnam met from January 20, 2016 to January 28, 2016, in Hanoi, after discussing documents submitted by the 11th Central Executive Committee,

RESOLUTION

I- Approve the basic contents of the assessment of the 5-year implementation of the Resolution of the 11th Congress (2011 - 2015) and the directions and tasks for the 5-year period 2016 - 2020 stated in the Political Report and the Socio-Economic Report of the 11th Party Central Committee presented to the Congress:

1- General assessment of the implementation results of the 11th Congress Resolution and a look back at 30 years of innovation

In the past five years (2011 - 2015), in addition to opportunities and advantages, the world and regional situation has had many very complicated developments; the world economy has recovered slowly; political crises have occurred in many places and countries; competition in many aspects has become increasingly fierce between major countries in the region; complicated developments in the East Sea, etc. have had adverse impacts on our country. In the country, right from the beginning of the term, along with the impacts of the global financial crisis and economic recession, the inherent limitations and shortcomings of the economy, the limitations and weaknesses in leadership, management and newly arising problems have caused high inflation, seriously affecting macroeconomic stability, growth rate and people's lives. Natural disasters, epidemics and climate change have caused heavy damage. The need to ensure social security and social welfare is increasing. At the same time, we must devote many resources to ensuring national defense, security and protecting national sovereignty in the face of new and complicated developments in the regional and international situation. In that context, our entire Party, people and army have strived to implement the Resolution of the 11th National Party Congress and achieved important results.

The economy has overcome many difficulties and challenges, its scale and potential have been raised; the macro economy has been basically stable, inflation has been controlled; economic growth has been maintained at a reasonable level, gradually recovering since 2013, with each year being higher than the previous year. Innovation in the growth model, restructuring the economy and implementing three strategic breakthroughs have been focused on, initially achieving positive results. Education and training, science and technology, culture, society and health have developed. Social security has received more attention and has been basically guaranteed, people's lives have continued to improve. Politics and society have been stable; national defense and security have been strengthened; resolutely and persistently fighting to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, maintaining peace and stability. Foreign relations and international integration have become increasingly extensive and effective. Our country's international position and prestige have continued to be enhanced. Socialist democracy and the strength of national solidarity continue to be promoted. Party building and political system building are focused on and have achieved important results.

However, innovation has not been synchronous and comprehensive. Some socio-economic targets have not met the plan; many targets and criteria in the goal of striving to basically become a modern industrialized country by 2020 have not been achieved. Many limitations and weaknesses in the fields of education and training, science and technology, culture, society, and health have been slowly overcome. The lives of a part of the people, especially in remote and isolated areas, still face many difficulties. The four dangers pointed out by our Party still exist, with complicated developments. The degradation of political ideology, ethics, and lifestyle of a large number of cadres and party members, and the evils of bureaucracy, corruption, and waste have not been pushed back. Some aspects of Party building and political system building have changed slowly.

Thirty years of renovation is an important historical period in the cause of building and defending the country, marking the maturity in all aspects of our Party, State and people. Renovation has a revolutionary stature and significance, is a process of profound, comprehensive and thorough transformation, is a great revolutionary cause of the entire Party, people and army for the goal of "rich people, strong country, democracy, fairness and civilization".

Overall, over 30 years of innovation, our country has achieved great and historic achievements; at the same time, there are still many big and complicated problems, many limitations and weaknesses that need to be focused on and resolved to continue to develop the country faster and more sustainably.

The great and historic achievements over 30 years of renovation have affirmed that our Party's renovation policy is correct and creative; our country's path to socialism is consistent with Vietnam's reality and the development trend of history. The achievements and experiences and lessons learned from practice have created an important premise and foundation for our country to continue to innovate and develop strongly in the coming years.

2- General objectives, important targets and key tasks in the 5 years 2016 - 2020

In the next five years, the world and regional situation will continue to have many complex developments, directly impacting our country, creating both opportunities and challenges. Peace, national independence, democracy, cooperation and development are still the major trends. Globalization, international integration, scientific and technological revolution, and knowledge-based economy continue to be promoted. Asia-Pacific, including Southeast Asia, has become a community, continues to be a center of dynamic development, with an increasingly important strategic geo-economic and political position; at the same time, this is also an area of ​​strategic competition between a number of major countries, with many unstable factors; territorial disputes, sovereignty over seas and islands in the region and in the East Sea are still taking place fiercely.

Domestically, the country's position, strength and overall power have increased, and its international prestige has been increasingly enhanced. Our country will fully implement its commitments in the ASEAN community and the WTO, participate in new-generation free trade agreements, and integrate internationally at a much deeper and broader level than in the previous period. Opportunities and chances for development are opening up widely. However, there are still many difficulties and challenges. The four dangers that our Party has pointed out still exist, especially the danger of falling further behind economically compared to countries in the region and the world; the danger of "peaceful evolution" by hostile forces to sabotage our country; the state of degradation in political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" in a number of cadres, party members, civil servants and public employees; the existence and complicated developments of bureaucracy, corruption, waste, etc.

To make the best use of opportunities and advantages, and overcome difficulties and challenges, our entire Party, people and army need to unite and be determined to successfully achieve the following goals, targets and tasks:

General objectives:

Strengthening the building of a clean and strong Party, improving the Party's leadership and fighting capacity, and building a strong political system. Promoting the strength of the entire nation and socialist democracy. Comprehensively and synchronously promoting the renovation process; developing the economy rapidly and sustainably, striving to soon turn our country into a modern industrialized one. Improving the material and spiritual life of the people. Resolutely and persistently fighting to firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland, to protect the Party, the State, the people, and the socialist regime. Maintaining peace and stability, proactively and actively integrating internationally to develop the country; enhancing Vietnam's position and prestige in the region and the world.

Key indicators:

- Regarding economy: The average economic growth rate over the past 5 years is 6.5 - 7% per year. By 2020, GDP per capita will be about 3,200 - 3,500 USD; the proportion of industry and services in GDP will be about 85%; the total social investment capital will be about 32 - 34% of GDP on average in 5 years; the state budget deficit will be about 4% of GDP. Total factor productivity (TFP) contributes to growth by about 30 - 35%; average social labor productivity increases by about 5% per year; energy consumption per GDP will decrease by 1 - 1.5% per year on average. The urbanization rate by 2020 will reach 38 - 40%.

- Regarding society: By 2020, the proportion of agricultural workers in the total social workforce will be about 40%; the proportion of trained workers will reach about 65 - 70%, of which those with degrees and certificates will reach 25%; the unemployment rate in urban areas will be below 4%; there will be 9 - 10 doctors and over 26.5 hospital beds per 10,000 people; the health insurance coverage rate will reach over 80% of the population; the poverty rate will decrease by an average of about 1.0 - 1.5% per year.

- Regarding the environment: By 2020, 95% of urban residents and 90% of rural residents will have access to clean, hygienic water, and 85% of hazardous waste and 95-100% of medical waste will be treated; forest coverage will reach 42%.

Key tasks:

During the 12th Congress term, on the basis of thoroughly grasping and comprehensively leading and directing the implementation of the viewpoints and tasks in all fields stated in the Political Report and the Socio-Economic Report, it is necessary to comprehensively and synchronously promote the innovation process, promote all resources and driving forces to develop the country quickly and sustainably; especially focusing on leading and directing the effective implementation of the following key tasks:

(1) Strengthening Party building and rectification; preventing and repelling ideological, moral and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation" within the Party. Focusing on building a contingent of cadres, especially strategic-level cadres, with sufficient capacity, qualities and prestige, equal to the task.

(2) Building a streamlined, effective and efficient organizational apparatus for the entire political system; stepping up the fight against corruption, waste, and bureaucracy.

(3) Focus on implementing solutions to improve growth quality, labor productivity and competitiveness of the economy. Continue to effectively implement three strategic breakthroughs (perfecting the socialist-oriented market economic institution; fundamentally and comprehensively innovating education and training; developing human resources, especially high-quality human resources; building a synchronous infrastructure system), comprehensively and synchronously restructuring the economy associated with innovation of the growth model; promoting industrialization and modernization of the country, focusing on industrialization and modernization of agriculture and rural areas associated with new rural construction. Focus on effectively solving the problem of restructuring state-owned enterprises, restructuring the state budget, handling bad debts and ensuring public debt safety.

(4) Resolutely and persistently fight to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland; maintain a peaceful and stable environment for national development; ensure national security, maintain social order and safety. Expand and deepen foreign relations; take advantage of opportunities, overcome challenges, effectively implement international integration in new conditions, continue to enhance the country's position and prestige in the international arena.

(5) Attract and promote all resources and creativity of the people. Take care to improve material and spiritual life, effectively solve urgent problems; strengthen social development management, ensure social security and human security; ensure social security, improve social welfare and sustainably reduce poverty. Promote people's mastery and promote the strength of national solidarity.

(6) Promoting the human factor in all areas of social life; focusing on building people in terms of ethics, personality, lifestyle, intelligence and working capacity; building a healthy cultural environment.

II- Approval of the Report reviewing the leadership and direction of the 11th Party Central Committee to be presented to the 12th Congress.

The 12th Party Central Committee is assigned to absorb the opinions of the Congress, promote strengths, overcome shortcomings, and improve the quality and effectiveness of leadership and direction in the coming term.

III- Approving the Summary Report on the implementation of the Party Charter, 11th term; agreeing not to amend or supplement the current Party Charter.

The 12th Party Central Committee is assigned to guide, specify regulations and strengthen inspection and supervision to ensure strict and unified implementation of the Charter throughout the Party.

IV- Approving the Summary Report on the implementation of the 11th Party Central Committee's Resolution No. 4 "Some urgent issues on Party building at present". Assigning the 12th Party Central Committee to resolutely and persistently, with high political determination, lead and direct the continued comprehensive implementation of the 11th Party Central Committee's Resolution No. 4 "Some urgent issues on Party building at present" in conjunction with the implementation of the Resolution of the 12th National Party Congress.

V- Approving the election results of the 12th Party Central Committee consisting of 200 comrades, including 180 official Central Committee members and 20 alternate Central Committee members.

VI- The 12th Party Central Committee and Party committees and organizations at all levels lead, direct, concretize and successfully implement the guidelines and policies stated in the documents of the 12th Congress.

The Congress calls on the entire Party, the entire people, the entire army, and our compatriots abroad to promote the spirit of patriotism, the will of self-reliance, the strength of great national unity, strive to successfully implement the Congress Resolution, open a new, glorious, and beautiful period of development for the country, and firmly advance towards socialism./.
