Full text of the 35th Session of the Central Inspection Commission

From April 24 to 26, 2019, in Hanoi, the Central Inspection Commission held its 35th meeting. Comrade Tran Cam Tu, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

At this session, the Central Inspection Commission (CICC) reviewed and concluded the following contents:
1. Regarding inspection when there are signs of violations against the Party Committee of the Ministry of Transport (MOT)
- The Party Executive Committee (PCC) of the Ministry of Transport has seriously violated the principle of democratic centralism and working regulations; lacked responsibility, slackened leadership, direction, and inspection, allowing many violations and shortcomings to occur in the implementation of equitization and divestment of state capital at a number of enterprises under the Ministry of Transport.
- Former Party Committee Secretary, former Minister Dinh La Thang (was expelled from the Party and is serving a prison sentence.) is primarily responsible and the leader is responsible for the violations and shortcomings of the Party Committee and the Ministry of Transport. Mr. Dinh La Thang personally seriously violated the principle of democratic centralism, working regulations and in performing assigned duties and tasks.
- The members of the Party Committee, Deputy Ministers including Comrade Nguyen Hong Truong, Comrade Nguyen Van Cong, Comrade Nguyen Ngoc Dong and Comrade Nguyen Nhat are jointly responsible for the violations and shortcomings of the Party Committee and personal responsibility in performing assigned duties and tasks.
- Comrade Vu Van Ninh, former member of the Party Central Committee, former Deputy Prime Minister, committed violations and shortcomings in deciding on the policy of equitization and divestment of state capital at a number of enterprises under the Ministry of Transport.
- Comrade Pham Viet Muon, former Deputy Head of the Government Office, committed violations and shortcomings in advising Government leaders on the policy of equitization and divestment of state capital at a number of enterprises under the Ministry of Transport.
The violations of the Party Committee of the Ministry of Transport and the above-mentioned comrades have caused great losses of State money and assets, negatively affected the reputation of the Party organization and the transport sector, and caused outrage in society, to the point that disciplinary action must be considered and taken.
The above violations and shortcomings are the responsibility of units under the Ministry of Transport and the Government Office. The Central Inspection Commission requests competent party organizations to review and handle the responsibilities of relevant collectives and individuals.
2. Regarding inspection when there are signs of violations against the Standing Committee of the Party Committee of the Navy, Ministry of National Defense
- The Standing Committee of the Party Committee of the Navy violated the principle of democratic centralism and working regulations; lacked responsibility, lax leadership and direction, lacked inspection and supervision, allowing many violations and shortcomings in the management and use of national defense land, resulting in a number of cadres and party members in the Navy being criminally prosecuted.
- Admiral Nguyen Van Hien, former member of the Party Central Committee, former member of the Central Military Commission, former Deputy Minister of National Defense, during his tenure as Deputy Secretary of the Party Committee and Commander of the Service, was jointly responsible for the violations and shortcomings of the Party Committee's Standing Committee; primarily responsible for the violations and shortcomings of the Service and personal responsibility in the management and use of national defense land.
- Vice Admiral Nguyen Van Tinh, former member of the Party Central Committee, former member of the Central Military Commission, former Secretary of the Party Committee, former Political Commissar of the Service, is responsible as the head for the violations and shortcomings of the Standing Committee of the Party Committee of the Service.
- Rear Admiral Le Van Dao, former Party Committee member and former Deputy Commander of the Army Corps, is jointly responsible for the violations and shortcomings of the Army Corps and personal responsibility in the management and use of national defense land.
The violations of the Standing Committee of the Party Committee of the Navy and the above-mentioned comrades have caused great damage to State money and property, negatively affected the reputation of the Party organization and the Army, to the point that disciplinary action must be considered and taken.
3. Consider and discipline Lieutenant General Nguyen Hoang Thuy, Deputy Secretary of the Party Committee, Commander of Military Region 9 and Colonel Truong Thanh Nam, Party Committee member, Deputy Chief of Staff of Military Region 9, former Deputy Secretary of the Party Committee, Division Commander of Division 8, Military Region 9.
Lieutenant General Nguyen Hoang Thuy and Colonel Truong Thanh Nam violated the principle of democratic centralism and working regulations; lacked responsibility, lax leadership and management, and lacked inspection, allowing violations and shortcomings in land management and use at Division 8 to occur, resulting in many related party organizations and party members being disciplined.
Pursuant to the Party's regulations on disciplinary action against violating Party members, the Central Inspection Commission decided to take disciplinary action by removing comrade Truong Thanh Nam from all Party positions and giving a warning to comrade Nguyen Hoang Thuy.
4. Consider and discipline comrade Nguyen Ba Canh, member of the City Party Committee, Deputy Head of the Standing Committee of the Mass Mobilization Committee of the Da Nang City Party Committee.
Comrade Nguyen Ba Canh violated moral qualities and lifestyle; violated the regulations of the Central Executive Committee on what Party members are not allowed to do and the Party's regulations on the exemplary responsibility of cadres and Party members.
Pursuant to the Party's regulations on disciplinary action against violating Party members, the Central Inspection Commission proposed that the Secretariat consider and take disciplinary action against comrade Nguyen Ba Canh.
5. Review and discipline the Standing Committee of Ba Vi District Party Committee, Hanoi city and related individuals for violations and shortcomings concluded at the 34th session of the Central Inspection Commission.
Considering the content, nature, level and consequences of the violation; based on the Party's regulations on disciplinary action against violating Party members, the Central Inspection Commission decided to impose disciplinary action in the form of a warning on comrade Ha Xuan Hung, Secretary of the District Party Committee and comrade Bach Cong Tien, Deputy Secretary of the District Party Committee, Chairman of the District People's Committee; and reprimand on comrade Nguyen Van Ha, Standing Deputy Secretary of the District Party Committee, Chairman of the Ba Vi District People's Council.
The Central Inspection Commission proposed that the Standing Committee of the Hanoi Party Committee take disciplinary action according to its authority against the Standing Committee of the Ba Vi District Party Committee for the 2010-2015 and 2015-2020 terms.
6. Consider and discipline comrade Nguyen Quang Dung.During his tenure as Party Committee member, Party Cell Secretary, and Head of the Department of Natural Resources and Environment of Hoa Binh City, Hoa Binh Province, Comrade Nguyen Quang Dung was irresponsible, lax in leadership and management, and lacked inspection and supervision, allowing a number of violations and shortcomings in land management and use. He personally advised and signed a number of proposals to change land use purposes and issue land use right certificates in violation of land law and urban planning regulations.
Pursuant to the Party's regulations on disciplinary action against violating Party members, the Central Inspection Commission decided to impose disciplinary action in the form of a warning on comrade Nguyen Quang Dung.
7. Also in this session,The Central Inspection Commission has reviewed and concluded the inspection of the implementation of inspection, supervision and party discipline enforcement tasks for the Standing Committee of the Ninh Thuan Provincial Party Committee and the Ninh Thuan Provincial Party Committee's Inspection Commission; reviewed and resolved party discipline complaints in 04 cases./.
