"Because the regulation only has 2 allowance levels for village cadres with more than and less than 350 households, it leads to a situation where some villages have a few households more than each other but the allowances are at 2 different levels. It is recommended that the State soon have clearer regulations on allowance levels for village and hamlet cadres, ensuring fairness and creating motivation for grassroots cadres to participate in the work of the hamlet," said Mr. Hoi.
