According to Reuters news agency, when speaking about foreign policy,President Putinsaid: “Yes, on many bilateral and international issues, our concerns, positions and assessments are indeed different, sometimes completely different. However, I would like to say once again that we are open to contact and exchange of views, constructive dialogue.”
The Russian leader said his June summit with US President Joe Biden opened up opportunities to improve relations.
According to President Putin, the West has ignored Russia’s “red line” warning and Moscow needs serious security guarantees from the West. In September, the Kremlin announced that NATO would cross Russia’s red line if it expanded its military infrastructure in Ukraine. Since then, Moscow has accused Ukraine and NATO of destabilizing behavior.
In addition, President Putin also complained about Western bombers “carrying weapons” that flew 20km deep into the Russian border. The Russian leader said: “We have repeatedly expressed concern about this, as well as talked about red lines, but we understand that our partners have a very superficial attitude to all warnings.” He said that NATO has destroyed all dialogue mechanisms.
Relations between Russia and the West have been at a low point for years, but things have worsened in recent weeks as Ukraine and NATO countries have expressed concern about Moscow's troop movements near Ukraine's border.
