President Putin presents to the Duma for approval of comprehensive strategic partnership with North Korea

President Putin submitted to the State Duma for ratification the comprehensive strategic partnership agreement with the DPRK.

According to TASS news agency, on October 14, Russian President Vladimir Putin submitted to the State Duma for ratification an agreement on comprehensive strategic partnership with the Democratic People's Republic of Korea.

The submitted document reads: “Ratification of the agreement on comprehensive strategic partnership between the Russian Federation and the Democratic People's Republic of Korea, signed in Pyongyang on June 19, 2024.”

The Treaty stipulates that the Parties shall continuously maintain and develop, taking into account the laws of the States and international obligations, a comprehensive strategic partnership based on the principles of respect for each other's national sovereignty and territorial integrity. Non-interference in the internal affairs of each other, internal affairs, equality and other principles of international law relating to friendly relations and cooperation between States. The Parties shall strive to establish global strategic stability and a just multipolar international system.

The text of the treaty states that, in the event of a direct threat of an armed attack against one of the parties, at the request of one of the parties, they shall immediately use bilateral channels for consultations to coordinate solutions, positions and agree on feasible practical measures to support each other in order to facilitate the elimination of the emerging threat.

If one of the Parties is subjected to an armed attack by a State or States and thus becomes involved in a state of war, the other Party shall immediately provide military and other assistance by all means at its disposal in accordance with Article 51 of the Charter of the United Nations Convention, in accordance with the laws of the Russian Federation and the DPRK.

“Each Party undertakes not to conclude agreements with a third country that are directed against the sovereignty, security, territorial integrity, freedom to choose and develop its political, social, economic and cultural systems and other important interests of the other Party, and not to participate in such actions. The Parties shall not allow a third country to use its territory for the purpose of violating the sovereignty, security or territorial integrity of the other Party,” the cooperation agreement states.
