Vinh City: Innovation and development worthy of the status of a class 1 urban area

- Reporter: 2015 was a year in which Vinh city achieved many brilliant successes, 21/21 basic targets were achieved and exceeded the plan. Could you tell readers more about this?

Comrade Nguyen Hoai An:2015 is the final year of the 2010-2015 term plan, the country and the province have many important holidays, and it is also the final year of the proposed programs and projects. The economy and society still face many difficulties, but with the enthusiastic emulation spirit, the attention of the Central and the province, with the high determination of the Party committees at all levels, the government, the entire political system and the people, the city has achieved positive results:

Economic growth rate reached 8.6%, higher than the same period in 2014 (7.6%). Economic structure shifted in the right direction. Total social investment capital: 11,987 billion VND, reaching 100.4% of the plan, up 18.1% over the same period.

Industrial and handicraft production improved. Ready-made garment products, beer of all kinds, cardboard, construction materials of all kinds increased quite well from 9 - 16%; new products: phone components, new materials increased by 12%,... The value of trade and service production increased by 10.8% over the same period. Financial, banking and insurance activities remained stable, total outstanding loans increased by 9% over the same period. Currently, there are 2 communes meeting new rural standards (Hung Hoa, Hung Chinh), it is estimated that there will be 2 more communes meeting the standards (Nghi Phu, Nghi Kim) / Plan of 3 communes.

The city has coordinated with the province to attract large investors such as Becamex Binh Duong, Korean investors, VinGroup. Commenced the VSIP Nghe An Industrial, Urban and Service Complex Project. At the same time, promoted the selection of locations for projects on trade, traffic, and the Japanese biofertilizer factory. In 2015, investment certificates were granted to 24 projects, 790 new enterprises were established, an increase of 29% over the same period.

Total budget revenue of the city's management area: 1,504.2 billion VND, up 22.1% over the same period. Revenue from land use rights reached 500 billion VND, reaching 165% of the plan and up 28% over the same period. Total budget expenditure was 1,008.6 billion VND.

Urban management has made much progress. The adjustment of the City's land use plan to 2020 and the 2016 land use plan have been implemented. The land inventory work in 2014 has been completed. New issuance, renewal; issuance of housing certificates in urban areas and apartment buildings has reached 90.1%; 33/49 collective housing areas have been resolved. It is expected that by the end of the year, 41 projects will be completed out of a total of 45 projects in the plan. Mobilizing internal resources to build infrastructure and new rural areas has achieved high results, estimated at 71.07 billion VND/plan of 40-45 billion VND. (In which: mobilizing internal resources to build technical infrastructure: estimated at 44.17 billion VND and socialization in schools: 26.9 billion VND).

The city has resolutely carried out the site clearance work for key projects and works: Upgrading and renovating the North Canal, the resettlement area of ​​Quan Bau ward, building the Reservoir, the Ancient Citadel, Nghe An General Hospital, the 72m road through Nghi Phu commune, Area A - Quang Trung, Campus 1 - Vinh University, Eurowindow Project....

Social culture has achieved many achievements. Education and Training is recognized as an excellent unit; affirming the leading position in the whole province. During the year, 3 more schools met national standards (Hung Dung Secondary School, Hung Chinh and Nghi Duc Kindergarten). Organize well the propaganda to welcome events, major holidays, especially the propaganda to welcome Party congresses at all levels. Organize well the cultural and sports activities. The rate of cultural families reached 90%; cultural blocks and hamlets reached 69%.

Social security policies and policies for people with meritorious services are taken care of regularly and promptly. The work of receiving people, handling after receiving people, resolving complaints and denunciations is focused on and implemented seriously. National defense and security in the area are maintained, administrative reform is focused.

In 2015, the city was the only unit in the province to achieve and exceed 21/21 basic targets. In particular, the city was approved by the Prime Minister to adjust the general planning of Vinh city to 2030, with a vision to 2050.

-ComradeNguyen Hoai An: 2016 is the first year of implementing the Action Program to implement the Resolution of the 23rd City Party Congress, the 5-year socio-economic development plan 2016-2020; continue to focus on implementing the Vinh City Development Project to 2020 in the spirit of Resolution 26 of the Politburo. The city discussed the following socio-economic targets: Production value 9-10; Average income per capita: 67.2 million VND/person. Total budget revenue: 1,809 billion VND. Total development investment capital in the area 12,850 billion VND. Creating jobs for 4,500 people; Poverty rate below 0.62%; Rate of people using clean water 100%; 98% of waste is collected...

To effectively implement the above targets, the city has proposed and discussed the following solutions: Coordinate with departments and branches to effectively implement programs and projects according to the Vinh City Development Project until 2020 in the spirit of Resolution 26 of the Politburo. Strive for a growth rate of 8.5 - 9.5%.

Actively attract investment, create the most favorable conditions for production and business. Focus on building technical infrastructure for industrial clusters. Actively implement the national target program on new rural construction. Develop commodity agriculture and clean agriculture in suburban areas.

Strengthen solutions to collect excess budget. Guide wards and communes to adjust zoning plans in accordance with the city's general planning and detailed 1/500 planning of projects. Resolutely direct the work of ensuring urban order, traffic safety, and environmental sanitation. Implement land use planning adjustments until 2020.

Speed ​​up the progress of compensation and site clearance, focusing on major projects: Provincial General Hospital, 72m road, Area A - Quang Trung apartment building, Vinh University campus 1, Regulating lake, 72m road, 35m road, Ancient citadel moat, Cua Nam lake....

Continue to direct the implementation of Resolution 8 of the 11th Central Committee on fundamental and comprehensive innovation in education and training. Improve the quality of teaching and learning. Improve the quality of cultural titles associated with the implementation of urban cultural lifestyle. Strengthen state management of cultural, information, sports and tourism services. Approve the Resolution of the City Party Committee on tourism development in Vinh city.

Implement well social security policies, policies for people with meritorious services, associated with promoting the mobilization of social resources. Strengthen national defense and security.
