Vinh City: Focus on resolving 44 old apartment buildings in 2016
(Baonghean) - After 9 years of implementing the Project to resolve old collective housing in Vinh City, the city has resolved 98 collective housing areas, reaching a rate of nearly 63%. Vinh City is focusing on many solutions to complete the project according to the set schedule.
Mrs. Tran Thi Dieu's family moved to live in the Viet Duc garment collective housing area, Block 12, Hong Son Ward more than 40 years ago. At that time, this house was the dream of many people. However, now the house has seriously degraded, the ceiling is peeling and collapsing, the cramped room of less than 20 square meters cannot meet the living needs of 7 family members. Because it is located at the end of an alley without a drainage system, every time it rains heavily, water floods into the house and stagnates for days.
Ms. Dieu shared: My family has lived here for a long time, now the house is seriously degraded. I am also old, I hope the State will soon resolve this collective housing area so that the children can have a more stable and solid place to live.

Sharing the same situation as Mrs. Tran Thi Dieu's family are the households at the General Hospital Friendship Apartment Complex, Hung Loc Commune, Vinh City. With a total area of over 4,000 square meters, this apartment complex is currently home to 70 households. Many apartments are seriously degraded, the walls and ceilings are so weak that they could collapse at any time. Some families, whose roofs were blown off during the storm season in previous years, were not comfortable staying there and had to leave their empty houses and rent temporary accommodation elsewhere.

Previously, the General Hospital Friendship Housing Complex was planned to build high-rise apartments, but due to many difficulties, the planning was adjusted to divide the land into residential lots and arrange for on-site resettlement. However, currently, the land acquisition procedures and land price determination have not yet received consensus from some households.
Mr. Nguyen Van Ha - Chairman of the People's Committee of Hung Loc Commune, Vinh City said: We have organized work with the people, propagandized so that people understand the policies in implementing the obligation to pay land use tax. However, because some households did not agree with the price offered by the State, they did not complete the documents. In addition, some households previously had houses here but now have transferred or rented them out to live elsewhere. The local government does not have their addresses to contact to resolve paperwork.
In Vinh City, there are currently 156 collective housing areas in 20 wards and communes that need to be resolved. Of these, 113 are under the project of the Provincial People's Committee and 43 are added to the project. The remaining number of collective housing areas that need to be resolved is 58. In 2016 alone, the city assigned a target of resolving 44 collective housing areas.
However, due to many difficulties and problems such as: Lack of land fund for resettlement, complicated verification of documents and records for the valuation of collective housing. Many collective housing areas were liquidated and valued before 1993, now the management agency has dissolved or merged without any related documents. Many households do not have consensus in implementing the project... Therefore, the rate of resolving old collective housing is still low.

In the first 7 months of 2016, the city has only resolved 15/44 collective housing areas. Of which, the Council for reviewing land allocation without auction has approved land allocation for 247 cases of land use of 7 collective housing areas in the wards: Ben Thuy, Hung Dung, Truong Thi, Hung Binh, Hong Son. Land has been allocated and land use right certificates have been issued to 90 households and individuals in collective housing areas such as: Vinh Wood Factory, Railway Materials, Vinaconex, Construction Enterprise 102, Construction Equipment and Materials.
In addition, 123 households and individuals in 6 collective housing areas have had their documents assessed for certificates and financial obligations determined, but the households have not agreed to pay money and have continuously submitted petitions, causing difficulties in resolving housing issues in these collective housing areas.

Mr. Nguyen Hoang Minh - Head of the Department of Natural Resources and Environment of Vinh City said: Vinh City considers the settlement of collective housing as one of the top political tasks. The city has organized many working sessions with wards, communes, and related departments to resolve problems.
Vinh City reserves 20% of land fund with unprofitable locations in the planning areas for dividing residential land plots to exploit land fund invested by the People's Committees of wards, communes and units under the city, with a scale of 15 lots or more, for resettlement of households in collective housing areas whose residential land has been recovered. For collective housing areas resolved by granting land use right certificates, if after many times of persuasion but households still refuse to comply with financial obligations, the city has requested the policy from the Provincial People's Committee to assign the People's Committees of wards and communes to notify and carry out registration according to the provisions of the 2013 Land Law.
According to the roadmap, the settlement of old collective housing in Vinh City must be basically completed in 2017. At this time, in addition to the above solutions, Vinh City is focusing on removing difficulties and obstacles, mobilizing the drastic participation of the entire political system to eliminate old collective housing, ensure safety of life, stabilize the lives of people; eliminate the current shabby and unsightly situation in collective housing areas.
