Article 234 of the 2024 Land Law stipulates specialized land inspection, examination, and land audit as follows:

1. Specialized land inspection is an inspection activity of competent state agencies against agencies, organizations and individuals in the implementation of land laws, regulations on expertise, techniques and management rules in the land sector.

2. Specialized land inspection is an activity carried out regularly and continuously by agencies, organizations, units and individuals assigned to manage land to urge the implementation of policies and laws on land; the tasks of agencies, organizations and individuals contribute to improving the effectiveness and efficiency of state management; promptly detect, prevent and handle violations in land management and use.

3. The responsibility for directing and organizing the implementation of specialized land inspection and examination is stipulated as follows:

a) The Ministry of Natural Resources and Environment is responsible for directing and organizing the implementation of specialized land inspections and examinations nationwide;

b) The provincial-level land management authority is responsible for organizing and implementing specialized land inspections and examinations;

c) The district-level land management authority is responsible for organizing specialized land inspections.

4. Contents of land inspection and examination include:

a) Inspect and examine the compliance with land laws by People's Committees at all levels;

b) Inspect and examine the compliance with land laws by land users and other relevant organizations and individuals;

c) Inspect and examine compliance with regulations on expertise, profession, techniques, and management rules in the land sector.

5. Land specialized inspection and examination has the following tasks:

a) Inspect and examine the compliance with the law by state agencies and land users in land management and use;

b) Urge the implementation of land policies and laws; detect, prevent and handle according to authority or recommend competent state agencies to handle violations of land laws.

6. The duties and powers of the Head of the inspection team, inspectors, civil servants performing land inspection work, and the process and procedures for conducting land inspection shall comply with the provisions of law on inspection.

7. The State Audit shall conduct audits of land management and use in accordance with the provisions of the State Audit Law and other relevant legal provisions.

8. The Government shall provide detailed regulations on specialized land inspection.
