(Baonghean.vn) - That was the issue raised at the supervision of the Ethnic Council of the Provincial People's Council on the implementation of the policy to support production development for border communes under the 135 program in Phuc Son commune, Anh Son district on the morning of September 27.

Directly supervising a number of households in Veu 4 village, the monitoring team noted that the policy to support production development for border communes under program 135 has really come into life and shown initial effectiveness.

Through discussion with Village Chief Ha Van Nep, since 2014, through propaganda, mobilization and technical support, land preparation money, seeds, fertilizers, 13 households have planted tea (on average each household has 0.5 - 0.7 ha) and have harvested for 3 years now, from 15 - 20 million VND/year.

In addition, 7 households were supported to raise cows and 2 households have had cows give birth. For example, Mr. Luong Van Toan's household was supported to grow 0.6 hectares of tea, with 7 harvests per year, earning an average of 3 - 4 million VND each time. Or Mr. Lo Van Ung's household was supported with cows in 2015 and has now given birth to another calf to raise...

Phuc Son is a large commune, equal to ¼ of the district's area and the only border commune of Anh Son, with 5 extremely difficult villages with a total of 498 households, mainly Thai and Thanh ethnic groups. The people's lives are mainly based on exploiting natural forests.

However, in recent years, partly due to the ban on exploitation and partly due to the shrinking of forest areas due to conversion to rubber plantations, only a few households have managed to do well, while the rest are still facing many difficulties. Through support for tea planting and cattle raising under the policy of supporting production development for border communes under Program 135, there has been a shift in awareness, gradually overcoming the "quick-fix" mentality in production among the people.

However, according to Mr. Nguyen Cong Binh - Secretary of the Commune Party Committee, the biggest difficulty currently facing these 5 border villages is the lack of land for production. Although the locality has petitioned the province and been given back 1,500 hectares of land, it is very difficult for people to be assigned land use right certificates and produce on them, because of the cost of granting land use right certificates, an average of 2 million VND/ha, while the people's lives are still difficult; out of 500 households in the 5 border villages, there are 201 poor households and 78 near-poor households. Therefore, there needs to be support measures so that people can soon have land for production.

Besides, these 5 villages are far from the commune center, transportation is difficult, there are many schools, so it is recommended that the State should support investment in transportation, schools and support more economic models, promote socio-economic development, and ensure social security.

Based on the actual assessment, on behalf of the monitoring delegation, Ms. Luc Thi Lien - Deputy Head of the Ethnic Minorities Committee of the Provincial People's Council requested Phuc Son commune to continue to improve the capacity of officials in charge of policies, ensuring public, democratic and correct evaluation of beneficiaries, avoiding duplication and omission of policy beneficiaries...

The Deputy Head of the Ethnic Minorities Committee of the Provincial People's Council also suggested that the locality should have consulting solutions for appropriate socio-economic development, in addition to supported policies; have orientations for organizing production activities in groups of households.
