For example, in August and September, in addition to professional work and being on duty at the "One-stop receiving and returning results department" to receive and guide people on procedures related to policies for people with meritorious services, health insurance, funerals, poor households, etc. on working mornings, at the same time, we had to perform many tasks, both advising and directly carrying out propaganda tasks, organizing cultural, artistic, physical education and sports activities to celebrate the August Revolution and National Day September 2; just advised and directed schools to prepare conditions for the new school year, organized and carried out a number of tasks to vaccinate people against Covid-19...

Admitting that the work that cultural and social officials have to "shoulder" is quite heavy when only 1 person is assigned to each type 2 and type 3 commune, Mr. Nguyen Dinh Duong - Deputy Head of the Department of Culture and Information of Nghi Loc district said: One person is in charge of many tasks, from advising on State management of culture, sports, family - children, information and communication, health, education, food safety... Because the position of being in charge of the radio station has been abolished, this task is assigned by many communes to cultural and social officials, and they are also assigned to be in charge of digital transformation and information technology application. The cultural sector is already large, but they also "shoulder" the labor and policy sector with tasks related to labor - employment, labor export, policies for people with meritorious services, poor households, social protection beneficiaries, gender equality...

Along with the opinion on the number of commune-level civil servants, some localities also reflected that the arrangement of the office-statistical civil servant position of 2 people, in which 1 person works in the general office, the remaining person performs 2 tasks of the statistical office and the party committee office, under the control, management and direction of 2 focal points of the Party committee and the government is not really reasonable. Or for communes of type 2 and type 3, the position of finance-accounting civil servant is only arranged for 1 person, the workload is large, requiring professional expertise, even withdrawing money from the treasury can only be done by an accountant with a registered signature at the treasury, so if there is a sick person or a female civil servant is on 6-month maternity leave, it is very "closed" for the locality.

Currently, localities are clearly aware that the number of cadres and civil servants has been "rigidly" regulated atDecree No. 34 of the Government, issued on April 24, 2019: type 1 communes have a maximum of 23 people; type 2 communes have 21 people; type 3 communes have 19 people. In case the commune has arranged regular police, the number is reduced by 1 person, to 22 - 20 and 18 people, respectively.

Based on the total number of employees according to Decree No. 34 and regulations on 12 specialized positions, the Provincial People's Committee issued Decision No. 80, dated December 28, 2021, promulgating regulations on the number and structure of commune-level civil servant positions associated with regulations on training majors eligible for recruitment into commune-level civil servant positions.

Specifically, the number of civil servants for communes and towns of type 1 is 10 people (wards of type 1 are 11); communes and towns of type 2 are arranged with 8 people (wards are 9 people); communes and towns of type 3 are arranged with 7 people (wards are 8 people).

From the total number of civil servants, the following structure is arranged: the positions of commander of the Commune Military Command, justice - civil status are arranged with 1 person and the office - statistics are arranged with 2 people for all communes. The positions of land administration - agriculture - construction - environment are arranged with 2 people for communes of type 1, type 2 and arranged with 1 person in communes of type 3. Finance - accounting are arranged with 2 people in communes of type 1 and 1 person in communes of type 2, type 3. Culture - Society are arranged with 2 people for communes of type 1 and arranged with 1 person in communes of type 2, type 3.

Decree No. 34 of the GovernmentThe maximum number of commune-level cadres and civil servants is 23 people for communes of type 1; 21 people for communes of type 2.type 2 commune;19 peopleforType 3 commune. As prescribed, there are 2 civil servants in charge of land administration - agriculture - construction - environment, however, in reality, there are localities where the workload for these civil servants is less than that of other civil servant positions such as culture - society, justice - household registration; in this case, it is possible to empower the grassroots to arrange and assign themselves to ensure effective and efficient management.

Along with civil servants, currently, according to regulations, a type 2 commune is allowed to elect 2 vice chairmen of the People's Committee, but according to the opinions of some localities, this position does not need 2 people and in reality, many localities have not yet elected enough 2 vice chairmen of the People's Committee; therefore, this position should be transferred to increase the number of civil servants working for the communes.

However, according to Mr. Hoang Nghia Hung - Head of the Department of Internal Affairs of Nam Dan district, Decision No. 80 issued by the Provincial People's Committee was based on legal regulations and consulting with the grassroots, so the number and structure of commune-level civil servant positions prescribed by the province are appropriate. The important thing is that the management and assignment of work to civil servants as well as the supervision of the performance of public duties by commune-level civil servants are serious and strict, believing that the effectiveness and efficiency of the work of civil servants will be improved.

Regarding the transfer of civil servants and the transfer of 1 vice chairman for communes with regulations on 2 vice chairmen to increase the number of civil servants working, localities must review, synthesize and send documents to the Department of Home Affairs to have a basis for consulting and proposing to the province to recommend to the Central Government on the basis of not changing the total number of cadres and civil servants according to regulations.

In addition to the above issue, according to Mr. Lang Van Que, the province currently has a surplus of 176 commune-level civil servants, so the issue for localities is to focus on arranging and streamlining the payroll to bring the number of cadres and civil servants to the correct regulations in Decree No. 34 of the Government, ensuring the stability of the apparatus and effective and efficient operation for merged and non-merged communes.
