Speaking at the opening of the conference, comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province affirmed that the term of the Fatherland Front Congress at all levels for the 2019 - 2024 term has come to an end with many innovations, building the image of Front cadres in the hearts of the people, taking the people as the center, taking the people's satisfaction as the criterion for action, with the motto: "Focusing on the grassroots, listening to the people's voices, acting for the people".

At the same time, residential areas, residential groups, villages and hamlets are considered important locations to organize activities; determined to change the state of activities from "administrative" to "action", improve the quality of activities, enhance the role and position of the Fatherland Front at all levels in the political system and social life.

Emphasizing that the Congress of the Fatherland Front at all levels, term 2024 - 2029 is an important political event of the Fatherland Front and all classes of people; Chairwoman of the Provincial Vietnam Fatherland Front Committee Vo Thi Minh Sinh requested that all levels of the Fatherland Front need to fully grasp Directive No. 22, dated May 25, 2023 of the Central Party Secretariat; Instruction No. 104, dated June 29, 2023 of the Standing Committee of the Central Committee of the Vietnam Fatherland Front; Notice No. 07 of the Standing Committee of the Nghe An Provincial Party Committee on leadership of the Congress of the Vietnam Fatherland Front at all levels and the 10th National Congress of Delegates of the Vietnam Fatherland Front, term 2024 - 2029.

Along with fully absorbing the contents thoroughly and guided at the training conference to seriously, thoughtfully and successfully carry out the preparation and organization of congresses at all levels, building the Fatherland Front worthy of being the "common home" of all classes of people, a bridge between the People and the Party and State at all levels.

Comrade Vo Thi Minh Sinh also requested that all levels of the Fatherland Front promote a sense of responsibility and frankly discuss difficulties and problems in the process of organizing and preparing for the congress and organize congresses at all levels to promptly answer and resolve them.

Instructions on the preparation of the Fatherland Front Congresses at all levels

The conference to disseminate and deploy the preparation work for the Congress of the Vietnam Fatherland Front at all levels and the 15th Congress of the Vietnam Fatherland Front of Nghe An province, term 2024-2029, provided guidance on a number of contents on personnel preparation, preparation of congress documents; propaganda work and launching emulation to welcome the congress; logistics, ceremonies, and celebrations serving the congress...

Accordingly, the time for the Congress of the Vietnam Fatherland Front at all levels in the province will be held 1 month ahead of the Central regulations. Specifically, at the commune level, it will be completed in March 2024; at the district level in May 2024 and at the provincial level in July 2024.

The political report of the congress needs to correctly assess the situation of the people and the great national unity bloc; the results of implementing the Resolution of the Congress of the Vietnam Fatherland Front at all levels for the 2019-2024 term; the directions and tasks for the 2024-2029 term must concretize the Resolution of the 13th National Party Congress on building the great national unity bloc and the work of the Front.

The action program of the new term needs to focus on overcoming the weaknesses and shortcomings pointed out in the previous term; specifically identify the content and tasks of the new term, assign implementation with focus, key points, clear progress, responsibilities and requirements to be achieved.

An important issue of the congress is personnel preparation; in which it is necessary to focus on building specific standards for members of the Vietnam Fatherland Front Committee at each level. The selection and introduction of personnel to join the Vietnam Fatherland Front Committee for the 2024-2029 term is based on the standards of Committee members at that level and the practical requirements of the Front's work in the new period.

The recommended personnel must be exemplary, prestigious, intelligent, and representative of a class, social stratum, ethnicity, religion, or a field or profession. Absolutely do not lower standards because of structure.

Propaganda work is also carried out extensively before, during and after the congress; at the same time, it is necessary to ensure synchronization from the province to the grassroots level; promote the application of information technology, digital transformation, and social networks in propaganda activities about the congress, associated with launching practical and effective emulation movements, making achievements to welcome the Congress of the Vietnam Fatherland Front at all levels for the 2024 - 2029 term.

To celebrate this event, the goal is set for each residential area, each commune, ward and town to carry out a specific project or task.

At the conference, from the practice at the grassroots level, the Fatherland Front of many localities discussed and raised a number of issues for the province to resolve and answer related to a number of communes subject to administrative unit merger; personnel for a number of establishments currently lacking the positions of chairman and vice chairman of the Fatherland Front Committee./.
