Dismantling a ring producing fake driver's licenses and vehicle registrations
From the beginning of 2024 until their arrest, these subjects had forged and released about 2,000 fake driver's licenses and vehicle registrations to the market nationwide, illegally earning about 1.5 billion VND.
The Ha Trung District Police (Thanh Hoa) have just investigated, verified, clarified and fought against, and dismantled a fake driver's license and vehicle registration production ring led by Le Xuan Giap (born 1994), in Nga Son town, Nga Son district (Thanh Hoa)...
Previously, through the work of grasping the situation, Ha Trung District Police discovered on social networks many fanpages running automatic advertisements with the content "receiving driver's licenses for classes A1, A2, B1, B2...", and "Registering motorbikes and motorbikes". Those in need only need to provide personal information, take a photo and citizen ID to register, then they will send express delivery, receive the goods first and pay later.

Based on the verification results and collected documents, on May 17, Ha Trung District Police mobilized forces to inspect and execute an emergency search warrant on the residences and belongings of 5 subjects in the ring of forging documents, documents and seals of agencies and organizations in Ha Trung and Nga Son districts, including: Le Xuan Giap (born in 1994, residing in Nga Son town, Nga Son district), the mastermind and leader; Trinh Thi Thu (born in 1995), Giap's wife; Nguyen Van Tinh (born in 1999, residing in Nga Thuy commune, Nga Son district); Dang Van Nam (born in 2001, residing in Nga Tien commune, Nga Son district) and Hoang Thi Hanh (born in 1983, residing in Ha Trung town, Ha Trung district).

During the search, the police seized: 2 sets of machines for forging documents (including computers, color printers, presses, scanners, stamping machines, cutters, and seal engraving machines), many fake seals, vehicle registration forms, driver's licenses, etc.
According to the initial investigation results of the police agency, due to heavy debt, from the beginning of 2024 until his arrest, Le Xuan Giap directed the subjects to use computers to advertise on the social network Facebook about making fake documents such as: Vehicle registration papers, Health certificates, Driver's licenses,... mainly vehicle registration papers (including old and new models) with the form of express delivery, receiving goods first and paying later (sending goods COD). After receiving orders, the subjects printed fake documents, packaged them tightly and colluded with Hoang Thi Hanh, an employee of the Ha Trung town Post Office, to express deliver these fake documents to customers via express mail.
When packing the orders, the subjects clearly wrote the recipient's information (including Zalo account name, Facebook, address and phone number) on the packaging, then collected enough from 20 to 40 orders, packed them into cardboard boxes and sent them to Hoang Thi Hanh. For each type of fake document, Giap collected from 800,000 VND to 1,000,000 VND and divided it among the subjects in his group according to the agreed ratio.

With the above tricks, from the beginning of 2024 until their arrest, these subjects forged and released to the market nationwide about 2,000 fake driver's licenses and vehicle registrations, illegally earning about 1.5 billion VND.
Lieutenant Colonel Nguyen The Sam - Deputy Head of Ha Trung District Police said: The fact that the subjects in this group forged and sold a large number of driver's licenses and vehicle registrations with 90% similar forms to the real ones, with QR codes that can accurately scan customer information, etc. has had a negative impact on society.
On May 20, the Investigation Police Agency of Ha Trung District Police issued a decision to initiate criminal proceedings and prosecute the following suspects: Le Xuan Giap, Trinh Thi Thu, Nguyen Van Tinh, Dang Van Nam and Hoang Thi Hanh for the crime of "Forgery of seals and documents of agencies and organizations", and continue to investigate and expand the case.
