At the time of the inspection, Thanh Hoa police arrested 16 subjects at 16 locations organizing gambling in the form of recording lottery numbers via smart phones in Thanh Hoa City, Bim Son Town and Hoang Hoa, Dong Son, Yen Dinh, Ngoc Lac, and Thuong Xuan districts.
Police seized over 700 million VND, 24 mobile phones, 2 tablets, 10 notebooks and many related exhibits.

According to initial investigation results, it is known that: Since March 2018, Nguyen Tung Khang has established a high-tech inter-district lottery number recording line.
With the trick of letting the subjects use smartphones, applying digital analysis software to collect numbers in lottery message boards without having to calculate manually to balance the lottery board as usual, then let the subjects gamble via messages on social networks Facebook or Zalo.
