Attending the inspection were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation and leaders of the Department of Natural Resources and Environment.

On that basis, the Provincial People's Committee has issued decisions on land price lists in districts, cities and towns for the period 2020 - 2024 for each type of land: residential land, rice land, land for annual crops, land for perennial crops, production forest land, aquaculture land, salt-making land; non-agricultural production and business land; commercial and service land and mineral exploitation land.
The issued land price list ensures compliance with legal regulations and is consistent with practice, ensuring harmony between the interests of the State and the legitimate rights of land users.
However, the process of organizing and implementing the land price list has encountered some shortcomings that need to be adjusted and supplemented.

Based on the draft resolution for amendments and supplements drafted by the Department of Natural Resources and Environment and submitted to the Provincial People's Committee, at the review, the meeting participants basically agreed with the proposed amendments and raised a number of issues.
Specifically, is the adjustment and addition of land prices in some areas and land types consistent with the land price framework prescribed by the Government and the actual fluctuations in land prices in the market, especially in Vinh city and Hung Nguyen district?
How is land price determined on the border between urban and rural areas; or on the same road?

Some members attending the meeting also proposed that the Provincial People's Committee and the Department of Natural Resources and Environment should pay attention to studying the increase in land prices in urban areas, both increasing budget revenue and reducing population density in urban areas in the next adjustment, supplement or construction of land price lists.
From the issues raised by the meeting participants, the leaders of the Department of Natural Resources and Environment explained and affirmed that the adjustment, amendment and supplement of the land price list this time does not increase or decrease the general land price list, although the land market in practice is experiencing fluctuations.

The principle of amending and supplementing the land price list is only a minor adjustment for newly formed residential land plots, including planning areas.Land use rights auction, resettlement area, land for project implementation, land division, land consolidation, missing land...
Amending and supplementing land prices for residential plots adjacent to newly constructed or upgraded roads, expanding in scale; for adjacent residential plots with similar locations but with different prices, higher or lower; adjacent agricultural land with the same location but different prices.
For land plots resulting from the merger of commune-level administrative units, the price will remain the same according to the current land price list, but the name of the new place and administrative unit after the merger will be adjusted.

Based on the review and discussion of the Department of Natural Resources and Environment, the Economic - Budget Committee of the Provincial People's Council agreed to submit to the Provincial People's Council for consideration and approval of the draft resolution amending and supplementing a number of provisions in Resolution No. 19/2019/NQ-HDND, dated December 12, 2019 of the Provincial People's Council approving the land price list in Nghe An province, period 2020 - 2024.
Accordingly, 19/21 districts, cities and towns are within the scope of this draft resolution (except for 3 districts: Ky Son, Con Cuong and Quy Hop).
