Submit to the National Assembly to increase the basic salary for officials and civil servants to 1.8 million VND/month.
This afternoon (October 20), continuing the program of the 4th Session of the 15th National Assembly, authorized by the Prime Minister, Minister of Finance Ho Duc Phoc presented the Report on the assessment of the implementation of the State budget in 2022, the State budget estimate, the central budget allocation plan in 2023 and the 3-year financial plan for 2023-2025.

Regarding the state budget estimate and central budget allocation for 2023, the Minister of Finance said that the Government proposed not to implement salary reform according to Resolution 27-NQ/TW in 2023.
However, from July 1, 2023, the basic salary for cadres, civil servants and public employees will be increased to 1.8 million VND/month (about 20.8%); the pension and social insurance allowances for subjects guaranteed by the state budget will be increased by about 12.5% and additional support for subjects who retired before 1995 with low benefits will be provided; the preferential allowances for people with meritorious services will be increased and the social security policies currently associated with the basic salary will be increased by about 20.8%.
From January 1, 2023, preferential allowances for preventive medicine and grassroots health workers will be adjusted to increase according to Conclusion No. 25-KL/TW dated December 30, 2021 of the Politburo.
Accordingly, in the total state budget expenditure estimate for 2023 of VND 2,076.2 trillion, an increase of about VND 291.6 trillion (up 16.3%) compared to the 2022 estimate, the estimate for salary reform, pensions, subsidies and some social security regimes, adjustment of preferential allowances for preventive medicine and grassroots health workers, along with the use of accumulated salary reform sources of the central and local budgets, is expected to allocate an estimate of VND 12.5 trillion to ensure.

Ministries, central and local agencies continue to implement solutions to create sources for salary policy reform according to regulations. In the period of 2023 - 2025, it is allowed to continue to exclude some revenue items when calculating the increase in local budget revenue compared to the estimate to reserve sources for salary reform.
For agencies and units that are implementing special financial and income mechanisms, they shall continue to implement the special financial and income mechanisms prescribed by competent authorities for a number of state administrative agencies and units until they implement salary policy reform according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Party Central Committee.
To gradually narrow the salary gap of officials and civil servants of these units compared to other state agencies, and facilitate the implementation of the salary regime according to Resolution 27-NQ/TW, in 2023, the current salary level will remain the same as in 2022 for agencies and units implementing special financial and income mechanisms (calculated according to the basic salary of 1.49 million VND/month)./.
