On behalf of the National Assembly deputies, delegate Moong Van Tinh briefed voters on the results of the 9th session of the 14th National Assembly. The National Assembly passed 10 draft laws, 21 resolutions, and many important mechanisms and policies.
Voter Lo Hong Ngan (resident of Na Chao - Pieng Van village, Dong Van commune) said that after being relocated and given land to implement the Hua Na Hydropower project, people moved to the resettlement area to live. However, the new place has barren land, only acacia trees can be grown, and the forest land assigned for protection has little income.
“Now, people are lacking food, land for production, and water for daily life. Although we have repeatedly requested compensation for the difference between the place of departure and the place of arrival according to regulations, the authorities, sectors, and factories have not yet completed the process,” Mr. Ngan said, adding that it is impossible to compensate for one type of land with another. Before moving, everyone said that the new place was better than the old place, but in reality, it was not so.

Mr. Luong Thai Quy - Chairman of Dong Van Commune People's Committee said that regarding compensation, resettlement support, and land deduction between the departure and arrival places, people have submitted a petition to the provincial level. Although a long time has passed, it has not been resolved yet. Dong Van has 4 resettlement sites, but only 2 sites have been able to carry out this work, the remaining 2 sites have been stopped by Hua Na Hydropower Joint Stock Company since May 2019.
"I request that National Assembly delegates speak up to the authorities so that Hua Na Hydropower Joint Stock Company can compensate the people in accordance with the law, ensuring the legitimate rights of the people," said voter Ngan.

Mr. Quy also said that Hua Na Hydropower Plant has been generating electricity for 7 years, earning hundreds of billions of dong in profit each year. Meanwhile, essential works and infrastructure have degraded. Therefore, he suggested that the National Assembly deputies work with the sectors and request that the plant allocate a portion of its profits to the district and commune to reinvest in infrastructure works in the area.
Explaining the voters' petitions, Mr. Le Van Giap - Chairman of Que Phong District People's Committee said that the district has received hundreds of petitions from citizens, reflecting issues related to the Hua Na Hydropower Project. Among them, the most pressing issue is the deduction of land use rights value at the departure and destination.
“In 2019,The district organized a dialogue, with company representatives attending, determined to basically resolve the existing problems by the end of 2019. But then, Hua Na Hydropower Joint Stock Company issued a document changing the way of calculating the deduction of land use rights value at the departure and destination. From here, the matter became more complicated," Mr. Giap said and affirmed that according to legal regulations, each type of land is deducted by that type of land. This regulation is completely legal and ensures the legitimate rights of the people.

To resolve the above issue, Que Phong district has directly worked with many sectors and the Provincial People's Committee, with the view of protecting the legitimate rights of the people in accordance with the law. However, this issue has not yet achieved results. However, the Chairman of the Que Phong District People's Committee hopes that the people will continue to trust and wait, and should not have excessive frustrations that affect security and order in the area.
At the meeting with voters, the Chairman of the People's Committee of Que Phong district also explained many contents related to the forest protection regime, cement support, regime for village and commune cadres after the merger, traffic roads, electricity... Regarding the degraded state of clean water works at 13 resettlement points, the Chairman of the People's Committee of the district said that he will try to arrange counterpart funds to repair clean water works for people to use.
Responding to voters' opinions, comrade Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee said that the issue of resettlement compensation and post-resettlement support for people in communes in Que Phong district has been going on for many years, so it is understandable that people are upset.
Comrade Phan Dinh Trac suggested that the Office of the Provincial National Assembly Delegation organize a working session with the Provincial People's Committee, Que Phong District People's Committee and the Provincial Fatherland Front to resolve this issue.
"No matter what we do, if the people are not stable, production and business in the area will certainly not be stable either," said comrade Phan Dinh Trac.

Regarding the people's recommendations on policies for ethnic minorities in mountainous areas, comrade Phan Dinh Trac said that recently, the National Assembly passed the Project and approved the National Target Program on socio-economic development for ethnic minorities and mountainous areas for the period 2021 - 2030.
The goal is to gradually narrow the gap in living standards and income between ethnic minority and mountainous areas and the national average; by 2025, reduce the number of extremely disadvantaged communes, villages and hamlets by 50%; by 2030, there will basically be no extremely disadvantaged communes, villages and hamlets.
Comrade Phan Dinh Trac also answered voters about the contents related to the policy of surplus commune cadres after the merger, the allowance regime for cadres in border areas, the policy of investing in infrastructure in resettlement areas, the encroachment of people's land by Nghe An Rubber Joint Stock Company, etc.
