During his lifetime, our beloved Uncle Ho taught: “Cadres are the root of all work. The success or failure of a work depends on good or bad cadres. Therefore, training cadres is the root work of the Party.”
Therefore, from the first days when the independence of the Democratic Republic of Vietnam was just established, amidst many difficulties, facing the life-and-death challenges of external and internal enemies, the school's work of training cadres also began with the first steps in the journey of carrying out the "original" work of the Party.
November 18, 1946 became an important historical milestone of the school when the first training class for key cadres of the province was organized after the 4th Nghe An Provincial Congress.
Since its establishment, Nghe An Party School had to evacuate and move to many localities. The school's facilities are limited, everything depends on the people; the cadres go to school mainly on their own and partly mobilize people's contributions.
Despite the extremely difficult and deprived circumstances, classes are still opened continuously, with an increasing number of students. Every year, thousands of key cadres of the grassroots and agencies and units in the province are trained and fostered at the school. The number of cadres who have studied at the school have become the core force in localities and units, many of whom have matured and held important positions in the Central Party, Government, ministries, branches and provinces, contributing to the successful implementation of the tasks set by the Party in each period.
During 70 years of construction and development, under the leadership and direction of the Provincial Party Committee and Provincial People's Committee; the direction, guidance and coordination of the academies; the cooperation and assistance of provincial departments, branches and sectors and district-level Party Committees and authorities, especially the regular coordination of district-level political training centers; the Provincial Political School has overcome all difficulties to successfully complete assigned political tasks, the school's activities have many positive changes and achieved many achievements.
The quality of training and fostering of staff has been increasingly improved; the staff and lecturers have been increased in quantity and quality; scientific research activities and practical summaries have received more attention; the school's material and technical facilities have been improved.
Especially in the period of 1993 - 2016, with many synchronous and active solutions, the Provincial Political School directly coordinated the implementation of many types of training and fostering of cadres with a total of 637 classes, 45,782 students suitable for each subject and development needs of each period, ensuring the completion and exceeding of annual plan targets.
The school has proactively implemented training and development plans; regularly strengthened measures to improve teaching and learning quality; diversified the forms of opening classes; implemented basic enrollment work according to standards and subjects; been flexible in coordinating programs; harmoniously combined and gradually balanced the organization of concentrated and in-service classes, both ensuring the correct and complete implementation of targets and tasks and exercising autonomy in accordance with legal regulations; gradually innovated teaching methods in a positive and modern direction; equipped students with basic theoretical knowledge, necessary skills and expertise to improve the effectiveness of performing tasks and solving problems arising in practice.
Scientific research and practical summarization have been focused on by the Provincial Political School and have achieved encouraging results. The school has organized and implemented research on 84 scientific topics. Every year, in coordination with provincial departments, branches, sectors and organizations, scientific seminars are organized, research topics are conducted to exploit theoretical values, methods and experiences, solve practical problems to serve teaching, research and contribute to the construction and socio-economic development of localities.
The construction of the organizational structure and staff of the Provincial Political School has been given attention in terms of both quantity and quality. Currently, the school has 45 masters, including 5 comrades studying for a doctorate, 18 bachelors, 33 people with bachelor's degrees, advanced political theory; 22 lecturers, senior specialists, 1 senior specialist; 100% of lecturers are trained in active teaching methods. The school's staff have qualifications, capacity, strong political will, professional awareness, and initial experience in teaching and research.
The infrastructure system of the Provincial Political School has been invested in, upgraded, renovated and newly built, gradually meeting the requirements and tasks of training and fostering cadres of the province.
Attention has been paid to the work of building the Party Committee and political organizations in the school. The Party Committee has focused on leading the school's political tasks, building the Party Committee in terms of ideology, politics and organization.
With the efforts and determination of the Party Committee, the Board of Directors and the collective of civil servants and public employees, in 70 years of construction and development, the Provincial Political School has been honored to receive many noble awards from the Party and the State such as: The President awarded the First, Second and Third Class Labor Medals and especially in 2011, the school was honored to receive the Third Class Independence Medal from the President.
To continue to improve the quality of training and fostering cadres; to effectively implement the Resolution of the 12th National Congress of Delegates, the Resolution of the 18th Provincial Party Congress and Resolution No. 32 - NQ/TW dated May 26, 2014 of the Politburo on continuing to innovate and improve the quality of training and fostering political theory for leaders and managers, Nghe An Provincial Political School is focusing on innovating and improving the quality of training and fostering cadres; promoting scientific research activities, summarizing practices... with a focus on effectively implementing Project No. 12 - DA/TU on "Building and developing Nghe An Provincial Political School in the period of 2015 - 2020, vision to 2030" approved by the Standing Committee of the Provincial Party Committee.
