According to regulations, motor vehicles of legal origin, ensuring technical safety and environmental protection standards are registered and issued a set of license plates according to regulations.

Vehicle owners who are organizations or individuals with headquarters and residence (permanent or temporary residence) in a locality must register their vehicles at the vehicle registration agency in that locality.

Vehicle license plates are issued and managed according to the vehicle owner's identification code (hereinafter referred to as identification plates). Identification plates are plates with symbols, plate series, size of letters and numbers, and plate color according to regulations.

For vehicle owners who are Vietnamese citizens, license plates are managed according to personal identification numbers.

For foreign vehicle owners, the license plate is managed according to the foreigner's identification number established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number or other identity card number issued by the competent authority.

For vehicle owners who are organizations, the license plate is managed according to the organization's electronic identification code established by the electronic identification and authentication system; in case there is no organization's electronic identification code, it is managed according to the tax code or establishment decision.

In case the vehicle expires, is damaged or ownership is transferred, the vehicle owner's identification plate will be revoked by the vehicle registration authority and reissued when the vehicle owner registers another vehicle under his/her ownership...

Individuals aged 15 years or older are eligible to register a vehicle. In the case of individuals aged 15 to under 18 years old registering a vehicle, they must have the consent of their parents or guardians, who must write “consent”, sign, and clearly state their full name and relationship with the person under guardianship in the vehicle registration form.

Vehicle registration declaration is made on the National Public Service Portal or the Ministry of Public Security Public Service Portal (hereinafter referred to as the public service portal). Vehicle owners use the declared file code on the public service portal to complete vehicle registration procedures.

In case it cannot be done on the public service portal due to lack of electronic data or technical errors, the vehicle owner must declare and complete the procedure directly at the vehicle registration agency.

Payment of vehicle registration fees is made through banks or payment intermediaries that are connected, integrated, and provide online payment services on the public service portal; in case it cannot be done on the public service portal, payment must be made at the vehicle registration agency.

Receiving vehicle registration results is done online on the public service portal or through the public postal service (in case of performing the entire online public service) or received at the vehicle registration agency according to the needs of the vehicle owner.

Electronic data of documents and certificates in the vehicle profile received by the vehicle registration and management system from the public service portal or database of ministries and branches or electronic data scanned from documents in the profile, engine number, chassis number, results of administrative procedure settlement from paper documents, with digital signatures of vehicle registration officers and vehicle registration agencies (hereinafter referred to as digitalized profiles) have the same legal value as paper documents.

In particular, according to the provisions of the Circular, organizations and individuals who violate traffic order and safety without complying with the decision on administrative sanctions in the field of traffic will not have their vehicle registration processed; after completing the decision on administrative sanctions in the field of traffic, they will be allowed to register their vehicles according to regulations.
